SALARY GRADE 23: $80,026 - $91,122 (ALBANY)

The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidates to fill the position of Project Administrator III in the Office of Addiction Services and Supports, Division of Prevention/Bureau of Intervention and Support Services to oversee the development and implementation of Screening Brief Intervention and Referral to Treatment (SBIRT) services across New York State.
Incumbent will perform as a subject matter expert in SBIRT and should have in-depth understanding, experience, and training in the practice of SBIRT, Motivational Interviewing, BSNE, and other intervention tools across a broad range of populations. Candidates must possess strong organizational, management, writing, and oral communication skills; the ability to work cooperatively with diverse stakeholders; and the ability to work independently, as well as part of a team. Candidates must have the ability to adapt to a fast-paced work environment with changing needs and priorities, and proficiency in Microsoft Excel or Access, Word, and PowerPoint.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree with a minimum of (3) years of full-time professional experience; ora master’s degree or J.D. with a minimum of (2) years of professional experience; or a doctorate degree with a minimum of (1) year of professional experience.
  • Professional experience must be in an addictions, health, or mental health field. Experience is to include a minimum of (3) years in delivering SBIRT services (preferred), SBIRT training, or implementing an evidence-based practice.
  • Must hold a valid driver’s license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.

PREFERRED QUALIFICATIONS:

  • Preference will be given to candidates with a degree in public health, public administration, sociology, psychology, or a related field.
  • Demonstrated experience implementing projects of similar size and complexity is desirable, including examples of projects and references who can speak to the success of those projects.
  • Experience working in culturally diverse communities is an asset.

Responsibilities:

SBIRT Team Lead for the Division of Prevention. Work collaboratively with other OASAS’ Divisions in the development of SBIRT delivery and practice within the NYS addiction services system, as well as development of an integrated SBIRT model in collaboration with NYS Office of Mental Health (OMH):

  • Initiate implementation of SBIRT Collaborative Care model through interaction with OMH and other external stakeholders.
  • Based on up-to-date Research and NYS Data, develop a model for SBIRT implementation in NYS OASAS prevention services.
  • Provide technical assistance to healthcare and behavioral healthcare organizations, preventative services, and higher education institutions to assist with SBIRT implementation.
  • Develop data criteria to identify strengths and improvement opportunities within the Statewide Collaborative Care SBIRT Initiative.
  • Work with NYS Department of Health to identify challenges in reimbursement for SBIRT and recommend corrections to maximize SBIRT reimbursement opportunities.
  • Evaluate OASAS and OASAS/OMH Collaborative Care SBIRT services to identify best practices in patient screening/assessment process.
  • Identify staff qualifications for providing Screening and/or Brief Intervention services.
  • Based on data information, identify settings, populations, and best practices for SBIRT implementation.
  • Develop and support a sustainability plan for SBIRT Implementation services.
  • Develop a SBIRT Training model based on implementation of services, staff qualifications, and population needs.
  • Travel required: 10%
