POSITION OVERVIEW
Project Management Services including the Transformation Management Office focus on implementing far reaching transformational change across the provincial health care system.
We have opportunities for Project Analysts who will provide business analysis services on a wide variety of dynamic health system transformation projects. Reporting to a manager and assigned to work with diverse project teams and various project managers, project analysts:
- Elicit requirements, analyze and communicate workflows, and conduct gap analyses.
- Support diverse project activities including organizational change management, training, quality assurance, testing, performance measurement, communication and team management.
- Perform and mentor others in technical writing, workflow modelling, determining and applying appropriate analyses such as feasibility and cost/benefit analyses, and developing business cases using defined industry accepted techniques and methods.
- Assist health care customers with implementing effective solutions by determining project requirements and communicating them clearly with all stakeholders.
- As key contributors during project planning, are relied on to coordinate, evaluate, monitor and support project progress.
- Are subject matter experts on data analysis and performance measurement, and the main source of project information and documentation including plans, minutes, reports and presentations.
EXPERIENCE
- 5 years of experience providing business analysis services to diverse customers in a dynamic project delivery environment to enable effective and sustainable operational changes, including:
- Delivering project products and outcomes within budget, schedule and defined quality criteria using proven analytical methods.
- Identifying and developing project requirements with project managers, team managers and other stakeholders.
- Developing current and future state models, conducting gap and root cause analyses and recommendations, and detailing processes required to enable future state models.
- Leading small project teams to apply project management best practices.
- Facilitation, presentation and instruction.
- 2 years of additional specialized experience in one or more of organizational change management, quality assurance, digital health and business systems analysis is preferred.
- Experience applying the PRINCE2 framework for project management and Prosci change management methodology are assets.
EDUCATION (DEGREE/DIPLOMA/CERTIFICATE)
- Post-secondary degree in management or technology from an accredited educational institution.
- An equivalent combination of education and experience may be considered.
QUALIFICATIONS AND SKILLS
- Demonstrated leadership capabilities appropriate influencing people to work together to achieve a common constructive purpose. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
PHYSICAL REQUIREMENTS
- Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
- Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
- Must be able to work flexible hours to accommodate the service requirements of source system and client organizations and support our 24/7/365, province-wide client needs through scheduled overtime and on call work as required.
