KEY RESULTS ACCOUNTABILITIES

• Perform other responsibilities associated with the position as appropriate. Rolling a significant role in leading Technology Governance processes such as the Corporate Architecture Review Team to ensure that selected technologies and designs are aligned with the client’s plans and EA standards.
• Uses key performance indicators (KPIs) to monitor and challenge supplier performance and identify opportunities for improvement.
• Leads supplier selection, RfP tendering, and procurement of Enterprise Architecture consultancy engagements. Oversees and measures the fulfillment of suppliers’ contractual obligations during development stages.
• Uses key performance indicators (KPIs) to monitor and challenge supplier performance and identify opportunities for improvement.
• Maintains a catalog of Enterprise Architecture services and ensures that service delivery meets agreed service levels.
• Diagnoses service delivery problems and initiates actions to maintain or improve levels of service.
• Carries out risk assessment within the technology enterprise architecture, uses consistent processes for identifying potential risk events, quantifying and documenting the probability of occurrence and the impact on the client, and coordinates the development of countermeasures and contingency plans.
• Develops plans for review of technology systems and the use of standards and the effectiveness of technology process controls and recommends improvements.
• Maintains an in-depth knowledge of strategy, enterprise architecture, and project management standards and practices, and provides expert advice regarding their application.
• Supervises strategy, enterprise architecture, and project governance specialists, analysts, and consultancy services.
• Responsible for developing enterprise architecture vision in coordination with all technology departments in the client’s organization, in line with the digital strategy and governmental directions.
• Manages creation and review procedures of enterprise architecture baseline and target to meet strategic directions.
• Works with architects to collect and/or develop high-level solution approaches, develop technology cost estimates, and refine business cases when necessary.
• Concerned Departments External: Government/Semi-government officials; neighboring emirates, Consultants; and Contractors.
• Has the full rights and independence to make decisions by their own initiative within the scope of their work without instructions and endorsements given by the Manager & General Facilitator.
• All jobs assigned will be closely overseen by the Manager & General Facilitator.

KNOWLEDGE, SKILLS AND EXPERIENCE

• Education Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, or Electrical Engineering from a recognized university.
• Skills Results-driven achiever with exemplary planning and organizational skills, along with a high degree of detail orientation. Flexible team player who thrives in environments requiring the ability to effectively prioritize and juggle multiple concurrent projects.
• Innovative problem-solver who can generate workable solutions and resolve complaints.
• Ability to initiate and direct strategy and enterprise architecture initiatives and roadmaps in support of strategic and operational goals.
• Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
• Knowledge in strategy practices such as Balanced Scorecard (BSC), PESTEL, SWOT, enterprise architecture standards such as TOGAF, and Project/Portfolio management practices.
• Minimum 7 years of experience as a senior enterprise architect or in a key role in an enterprise architecture function.
• Excellent enterprise architecture, strategy, and project governance skills to develop and direct consultants and enterprise architects.

• Manage, supervise, plan and monitor technology enterprise architecture practices on an organizational level, in close collaboration with the digital strategy section and technology departments to implement the technology roadmap in line with government vision and direction, business needs, and citizens and customer expectations.
