EDUCATION AND/OR EXPERIENCE:
Required: Academic background in Early Childhood Education, Literacy and at least three (3) years of experience in ECE, literacy development, and working with diverse learners.
Preferably with experience in supervision of staff and able to provide technical assistance to participating partners, implement grant activities, monitor outcomes, and work collaboratively with the implementation team, local community partners, and statewide partners.
SUMMARY:
Under the general supervision of the Chief Executive Officer (CEO), the Project Director is responsible for the program management of the Preschool Development Grant Birth through Five (PDG B-5).
The PDG B-5 Renewal Grant aims to strengthen the state’s integrated early childhood care and education (ECCE) system, ensuring low-income and disadvantaged children are prepared for kindergarten. The grant supports a seamless, high-quality early childhood experience from birth through third grade, focusing on workforce development and expanded access to high-quality ECCE programs through a comprehensive mixed delivery system (MDS).
The Project Director will oversee the day-to-day operations of the PDG B-5 initiatives, and serve as the primary liaison between MFSS and Hawaiʻi P-20, ensuring financial and programmatic compliance.
Essential Duties and Responsibilities:
The Project Director will lead project implementation, monitor outcomes, and ensure service quality aligns with MFSS’s Agreement with Hawaii P-20. Key responsibilities include:
1. Increasing Family Knowledge:
a. Ensure that activities include: 1) information that is readily accessible to parents and caregivers; and 2) families are well connected to essential services and resources to support their children’s learning and development, and their transitions from ECCE programs into elementary school.
b. Align activities with the state public awareness campaign across the three islands of Maui County that includes customizing materials appropriate for the County.
c. Host and/or co-plan/execute family fairs, transition fairs, and ECCE Conference on Maui County in collaboration with existing community fairs and organizations.
2. Maximizing Family Engagement: Ensure mechanisms exist for family input at key points at community events and other places where families congregate so that family voices are included in policy program decisions affecting the ECCE mixed delivery system.
3. Reporting and Communication: Submit required monthly, quarterly, and annual project reports, both financial and programmatic. Ensure regular communication between Hawai‘i P-20 and MFSS via regularly-scheduled meetings, emails, and site visits, as applicable.
4. Evaluation: Work with the Hawai‘i PDG B-5 external evaluator to assess the impact and outcomes of the PDG B-5 activities to support children and families.
5. Statewide Representation: Represent MFSS in statewide collaborative convenings with other projects as needed.

Responsibilities:
REGULAR SUPERVISORY DUTIES AND RESPONSIBILITIES:
- Supervise staff members within the project (PDG B-5 Coordinator and Program Assistant) - schedule and direct work, perform orientation and training, recommend personnel actions such as selection, evaluation, promotion, staffing, and disciplinary actions up to and including discharge within the guidelines of Equal Employment Opportunity and Affirmative Action.
- Ensure that staff members have materials and training needed to perform all aspects of the work.
- Prepare various administrative reports as needed by the agency. Monitor reports prepared by appropriate staff members and review Agreement to ensure compliance and timely submission of reports.
- Attend staff meetings and participates in agency in-service training and other meetings as required.
- Help to maintain work environment that provides maximum safety and health and encourages safety awareness among employees. Report unsafe conditions and injuries/illnesses and incidents in a timely manner and ensures that employees perform duties using safe work techniques and in accordance with Occupational Safety and Health Administration (OSHA) Standards health rules and sanitation standards.
- All MFSS Staff: As a mandated Reporter, report all concerns of suspected Child Abuse and Neglect (CAN) to Supervisor and Child Welfare Services (CWS) Intake Services.
- Perform other related duties as assigned.
Job Type: Part-time
Pay: $29,949.27 - $38,391.39 per hour
Expected hours: No less than 20 per week
