Description:

THE OPPORTUNITY

WSDOT is currently seeking a Design/Construction Project Engineer in Bellingham, WA. The main purpose of this position is to deliver the Northwest Region’s highway construction contracts to meet local, State and Federal standards, and within scope, schedule, and budget. This PE position is responsible for ensuring that projects have the best integration into the surrounding environment, function adequately for all modes of transportation, and are constructible and maintainable with minimal impacts to the traveling public. The appointee is expected to consider personal, coworker and public safety as first and foremost objectives during planning and performance of all work activities in connection with work assignments. In addition, the appointee is expected to consider and implement sustainable transportation practices in accomplishing the work assigned. QUALIFICATIONS

To be considered for this opportunity, the following are required:

  • Registered as a Civil Engineer in the state of Washington or the ability to attain active registration within six (6) months of the date of hire.
  • Valid Driver’s license
  • Extensive knowledge of the following:
  • Highway design and planning, specification, and estimate preparation,
  • Highway construction and construction practices,
  • Surveying and surveying practices,
  • WSDOT highway engineering practices, technical procedures, and management processes,
  • Management principles,
  • WSDOT goals and objectives,
  • Transportation industry issues and problems,
  • Transportation design,
  • Environmental laws, regulations, and issues,
  • Programming and budgeting procedures,
  • Legislative processes.

It is preferred that qualified candidates also have:

  • BS in civil engineering or a related field.
  • Ability to communicate effectively, develop, and implement long-term plans; facilitate agreement between competing interests; and design and deliver highway construction contracts.
  • Effectively communicate in both a public setting and interpersonally.
  • Experience working with diverse groups and individuals within WSDOT and with various outside agencies and groups in order to complete assigned projects and meet the department’s goals and project requirements.

Responsibilities:

  • Develop and deliver assigned projects.
  • Effectively and efficiently implement region and statewide procedures and processes to meet the objectives and performance of the Region Construction Program and the biennial commitments established.
  • Lead and manage a design and construction organization, overseeing early, mid, and late career professional, technical, and administrative professionals.
  • Strategically plan the budget, schedule, and workforce necessary to deliver the Capital Improvement and Preservation Program (CIPP).
  • Create success by working in partnership with citizens, media, elected officials, contractors, consultants, and outside agencies to plan, build, maintain and operate an efficient transportation system.
  • Lead an office of professional and technical engineers and/or technicians, including summer interns, temporary employees, and engineering consultants, in the design and construction administration and inspection of multiple transportation improvement, preservation, safety, and fish passage projects according to current policies and standards, effective engineering techniques, and sound engineering judgement.
  • Report on the status of assigned projects to WSDOT regional and statewide executive management to support and improve accountability.
  • Coordinate input and resolve conflicts with internal organizations, personnel, outside agencies, consultants, contractors, and the public.
  • Certify, by use of their Professional Engineer’s stamp, that all WSDOT standards and policies were followed in the development of design documents, contract plans and contract specification in the organization and any changes executed in the administration of construction projects.
  • Ensure that assigned projects are managed in accordance with WSDOT policy and procedures to meet the desired scope, schedule, budget, and documentation.
  • Ensure projects are delivered in an environmentally responsible manner consistent with applicable laws
