Description:

GENERAL SKILLS:

Leads organizational development, strategy development, business planning, and Ministry funding requests.
Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
Experience developing and managing project schedules, deliverables, and scope
Ability to promote I&IT project management best practices and adherence to standard methodologies
Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
Establishes and participates in steering committee and stakeholder forums
Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.

DESIRABLE SKILLS:

Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
Knowledge and understanding of Information Management principles, concepts, policies and practices
Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas

OTHER EXPERIENCE AND SKILLS:

  • Based on the scope, the senior Project Manager must have 10+ years of the following skills and experience:
    Demonstrated experience in performing gap fit analysis and impact analysis;
    Experience in documenting business processes, business requirements, and system requirements;
    Experience working with both the business users and IT development teams to ensure business requirements are properly reflected in the system design and technical specifications;
    Demonstrated experience in the analysis and planning for the modernization of large, complex multi-platform, multi-tier information technology systems;
    Experience supporting business users working on projects or programs involving multiple highly inter-dependent applications and/or data sources;
    Proven ability to lead business users to the successful completion of an assignment of this nature, magnitude, and complexity, and demonstrated ability to help them achieve the desired business benefits on schedule and within budget;
    Experience working on projects within a multi-client/partner environment;
    Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills;
    A team player with the ability to coordinate multiple projects with competing priorities and strict deadlines; and
    Experience in dealing with system solutions related to funding calculations, financial information management, and web-based n-tier technology implementation.

  • Experience with business stakeholder management and status reporting at internal Manager, Director and Executive levels
  • Experience producing and maintaining Project Planning and Coordination documentations (Business Case, RAID log, Processes, Charter, Integrated Project Plan, Migration plans, Schedules, project kick off materials, roadmaps, etc.)
  • Demonstrated experience working with IAM tools, such as Microsoft Entra ID or Oracle IAM
  • Demonstrated experience with IT migration projects, such as cloud migration and IAM modernization
  • Experience in the development of various deliverables of various roles including, but not limited to, project coordinator, release management, requirements analyst, system designer, system tester, trainer, etc. throughout SDLC.
  • Experience defining KPIs and supporting design of required reports to measure the business performance,
  • Experience working on projects within a multi-client/partner environment.
  • Demonstrated experience facilitating the resolution of I&IT and Business issues.
  • Demonstrated experience assessing applications for AODA compliance, or other accessibility standards such as WCAG 2.0

  • Experience supporting the analysis of existing business processes, design and recommend process improvements to effectively harness the benefits of using the application(s)

RELEASE MANAGEMENT / COORDINATION SKILLS - 40%

  • Experience conducting release readiness reviews, milestone reviews and business go/no-go reviews
  • Experience maintaining the release schedule for assigned products and ensure alignment across key partners and vendors
  • Demonstrated experience coordinating cross-functional work teams toward task completion
  • The following is an asset: Experience participating in discussions with Infrastructure Technology Services (ITS), Corporate Security Branch (CSB), Centre of Excellence for Accessibility and Information Privacy and Achieves (IPA) Office to ensure the application remains compliant with all applicable GO-ITS standards
  • Experience managing risks and resolving issues that impact release scope, schedule and quality.
  • Experience measuring and monitoring progress to ensure releases are delivered on time and within budget and that they meet or exceed expectations
  • Demonstrated experience with requirement management, quality assurance, and change management
  • Demonstrated planning and executing detailed release strategies for upgrade projects (for example, IAM upgrades) across multiple applications using shared infrastructure
  • Demonstrated ability to deep dive into technical issues that may arise between solutions development and application operations during a release cycle Demonstrated experience developing and reporting Key Performance Indicators regarding releases, application performance, etc.
  • Experience planning the release windows and cycles across assigned products

  • Experience providing clarification to designers, developers, and testers at various stages of SDLC to ensure that any changes or enhancements are fully regression tested and validated;
  • Experience liaising with IT specialists and unit leads and work closely with support team members and relevant stakeholders
  • Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • Experience working with both the business users and IT development teams to ensure business requirements are properly reflected in the system design and technical specifications

PUBLIC SECTOR EXPERIENCE - 5%

  • Experience working within the Public Sector, particularly with education ministries, would be an asset
  • Experience working with ITS and knowledge of the Public Sector ITS standards would be an asset
