JOB SUMMARY

Through the Greenprint and Municipal Energy Plan (MEP), the City of Markham set ambitious targets to achieve net-zero energy emissions by 2050. To assist in facilitating this transition, the City is seeking an experienced Project Manager to coordinate the implementation of heating, cooling, and ventilation projects, as well as low-carbon projects, to improve facility performance and ensure efficient operation. The ideal candidate will possess experience in procuring, designing, constructing, and commissioning efficient BASs as well as other facility improvement measures. This position is for a minimum 1 year contract term that will lead an annual BAS replacement program and improvement projects.
The successful candidate will manage and oversee construction projects including renovations, new construction, and repairs. You will be responsible for overall project management including: planning, assessment, procurement, financial and cost control, consultant / contract management, dispute resolution, troubleshooting, communications, public relations, negotiation, and scheduling for the design, installation, commissioning, and verification of projects. You have the ability to manage a wide range of different size projects (small to large), ability to manage multiple clients/stakeholders, and the ability to manage a large number of concurrent projects.
Please note that the City is supportive of hybrid work arrangements. The successful candidate will have the ability to work in the office and at home, and will be required to visit sites during meetings, construction work, and other project work.

REQUIRED SKILLS & COMPETENCIES

  • Electrical or mechanical engineering degree with focus on BAS, Electrical, HVAC, and/or Energy Management
  • Minimum 3 years Project Management experience with knowledge of PM best practices
  • Project Management Professional (PMP) designation is considered an asset
  • Professional Engineer (P.Eng.) or be able to qualify within one year, a senior C.E.T. with equivalent experience and abilities will also be considered
  • Experience in BAS installations and/or retrofits and re-commissioning is preferred
  • Industry recognized designations related to energy-efficiency/management, re-commissioning, and/or low-carbon design/retrofit is considered an asset (ex. CEM, CMVP, CBCP, RCx, EBCP, BCxP)
  • Mechanical aptitude and working knowledge of HVAC systems and operations, including electrical, electronic, and pneumatic control equipment for large building and automation systems
  • Able to work from and interpret building drawings, architectural plans, operational guides, and maintenance manuals
  • Strong background in the management of complex projects involving multiple disciplines such as mechanical, electrical, IT, and controls
  • Strong ability to manage a multi-million dollar project portfolio and a team made up of Project Managers, Design Engineers, Operations & Maintenance, Measurement & Verification and Commissioning Engineers/Technicians as well as Administrative staff, Field Installers, Vendors and Subcontractors
  • Experience in writing and comprehending procurement documents, and technical specifications

Responsibilities:

The position involves leading the BAS program, lifecycle asset renewal projects, and other improvement projects at City facilities in accordance to corporate standards and strategies to improve energy and operational efficiency, occupant comfort, and proper equipment operation.
Re/retro-commissioning will be completed on sites with BAS installations to ensure the facilities are operating efficiently and effectively. The objectives of commissioning are to facilitate and provide documented confirmation that the facility fulfills the functional and performance requirements of the Owner, occupants, and operators.

In this leading Project Manager role, you will be responsible for:

  • Working with consultants, technicians, contractors, and staff to manage the projects in all phases (from initiation to closeout) including needs assessments, data gathering, scope development, site coordination, procurement, design, supply, installation, re/retro- commissioning, functional testing, etc,
  • Reviewing Master List of Findings and recommending energy conservation measures (ECMs) to proceed with during implementation phase,
  • Overseeing and verifying on-site activities, which may include control sequences, set points, and schedules of equipment and systems to ensure operation per design and current building operational requirements,
  • Validating the integration of the new systems with all impacted existing and new systems,
  • Monitoring equipment and related software during warranty period; ensuring that system modifications and upgrades maintain or enhance overall system flexibility, responsiveness, and reliability,
  • Completing field review and inspection of performance testing, functional testing, commissioning, and troubleshooting.
  • Developing and building upon our internal resources and bodies of knowledge (ex. Re-Commissioning master checklist/guide, scopes of work, best practices, etc)

Project Management

  • Successfully manage various complex construction projects,
  • Develop and recommend improvements including cost-benefit options analysis and recommendations to improve energy-efficiency and decrease local carbon emissions,
  • Ensure a high level of customer satisfaction by establishing, maintaining, and meeting project deliverables per quality, schedule and budget,
  • Lead and manage design, installation and commissioning teams including consultants, technicians, staff, and contractors,
  • Prepare and co-ordinate the RFI, RFP, and RFT procurement documents and evaluate bids received for consulting and construction services,
  • Monitor project progress (schedule control) and process invoices (cost control). Track project progress and financial information,
  • Provide regular project status updates to key project stakeholders,
  • Report status to Manager and Director of Sustainability & Asset Management. Prepare reports to Committee and Council and make presentations as necessary, including pertinent project data such as project results,
  • Manages budgets and all financial components,
  • Issue change orders and substantial performance, manage work under the warranty period,
  • Review and evaluate proposals, drawings, and construction contracts,
  • Conduct site visits and inspections to ensure compliance with construction specifications,
  • Conduct deficiency and final inspections, project close-out and final sign off,
  • Oversee implementation of training to facility managers and operating staff on new and modified energy systems to ensure permanence of energy savings,
  • Assist with establishing preventative maintenance agreements after project completion and during warranty phase,
  • Ensure integration with Facility Management software and adopt systems to minimize maintenance and utility costs, and increase life cycle,
  • Prepare Life cycle reserves for facility assets. Assist with preparation of yearly facility capital budget,
  • Performs tasks requiring similar duties and responsibilities, as assigned.
