KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of contract law and other regulatory and contract management risks and issues.
  • Technical skills in municipal engineering; knowledge of relevant construction techniques.
  • Demonstrated experience with, ability in, and knowledge of contract management, project management and negotiations for capital projects of varying type, size and complexity. Duties span the full project lifecycle, from preparing needs analyses and developing scope and schedules, to assisting with procurement, to detailed tracking of progress and forecasting final costs, to project closeout.
  • Ability to lead and manage staff and outside project management service providers in a collaborative team approach.
  • Ability to coach and train other staff members in a collaborative team environment.
  • Ability to satisfy a wide array of customer, environmental, code, and technical requirements or issues and develop creative solutions.
  • Ability to prepare effective briefings, reports and presentations, demonstrating excelled written and oral communication skills to a wide variety of audiences including public committees.
  • Positive attitude and ability to interact positively with stakeholders, and excel at customer service.
  • Ability to exercise sound judgement and decision making.
  • Skill in the use of MS Office Software including Excel, Word, and Outlook, as well as GIS.
  • Ability to successfully pass a Police Information Check.

QUALIFICATIONS AND EXPERIENCE:

  • University Degree in Civil Engineering or Diploma in Civil Engineering
  • Registration/license with the relevant professional association in British Columbia (EGBC, ASTTBC) is preferred
  • Five (5) years of related experience including a combination of engineering and project management experience in planning, design, construction, consultant administration, contract administration and operations and maintenance of City infrastructure.
  • An equivalent combination of education and experience in civil infrastructure and project management would also be considered.
  • Valid Class 5 Drivers Licence for the Province of British Columbia.

Responsibilities:

  • Manage and administer contracts through the design and construction phases of capital projects, delivering projects on time and on budget.
  • Plan and manage budgets and process associated financial statements.
  • Provide direction, technical information and evaluation relating to constructing infrastructure and project feasibility to stakeholders, based on Master Municipal Construction Documents
  • Analyse location, site development, scope of work budget estimates, funding and timing of work.
  • Working with the Finance Division in preparing, tendering, and awarding RFP’s and contracts, soliciting expression of interests, design and design review.
  • Providing technical assistance to Public Works Operation staff in the identification of scope and delivery of minor capital and/or emergency operational projects.
  • Manage the work of consultants and contractors.
  • Effectively communicate, liaise, and direct the work of all relevant stakeholders and customers.
