ABOUT THE LAND DEVELOPMENT AGENCY

The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.
The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

QUALIFICATIONS & EXPERIENCE

  • At least 10 years’ experience in the various stages of the property development sector
  • Degree in Engineering, Construction, Architecture or relevant Project Management qualification
  • Excellent relationship management skills (both internal and external)
  • Strong development management skills, with a proven relevant track record
  • Strong knowledge of the Irish planning, development and construction sector
  • Knowledge of public procurement a distinct advantage
  • Knowledge of project viability an advantage.

THE ROLE

The ideal candidate will have all necessary technical and commercial acumen required in delivering landmark projects, but importantly will need to be a team player with the drive, work ethic and adaptability to respond to the exciting challenges of the LDA mandate.

PURPOSE/ RESPONSABILITIES

  • You will join a growing team of development professionals, reporting to the Construction Lead and will lead on a wide variety of property related project
  • Management, oversight and delivery of assigned projects, ensuring they are delivered on time, within scope, and within budget.
  • Perform technical discipline tasks including preparation of reports, design, specifications, and plan preparation to ensure cost-effective development of assigned projects.
  • Manage the full lifecycle of projects, including planning, budgeting, scheduling, and execution.
  • Monitor project progress, track key performance indicators, and make necessary adjustments to ensure successful project delivery.
  • Develop and implement project plans, ensuring adherence to timelines, budgets, quality standards, and safety regulations.
  • Effective time management and execution of work within defined timelines
  • Implement best practices in risk management and compliance throughout the project lifecycle.
  • Establish key performance indicators and reporting mechanisms to evaluate project success and business growth.
  • Develop and implement strategies to support the company’s growth goals.
  • Regularly report on project and business strategy progress to executive stakeholders.
  • Lead on projects at various stages from early concept stage through procurement, design and construction to completion and handover
  • Manage design teams from a technical, program and budgetary perspective
  • Plan, organise, and direct activities concerned with the project.
  • Interaction with project stakeholders such as local authorities, private, landowners etc.
  • Develop project plans and schedules and execute plans to completion
  • Ensure contractor and consultancy contractual compliance.
  • Ensure Planning Conditions are met and in Compliance
  • Manage large scale construction main contractor companies and design teams
  • Knowledge of Planning Permission, Fire Cert Applications and Disability Access Certificate applications
  • Develop a specific program for the project with planned milestones.
  • Work with the wider LDA team for effective delivery of project work streams and delivery of projects
  • Experience and understanding of the design and tender process for large residential construction projects
  • Manage project budgets, programs and regular reporting
  • Liaise with all LDA functions to progress project through each project stage
