- Considerable project management experience in a leadership role delivering projects from inception through implementation with minimal direction.
- Considerable experience in using geospatial technologies and analyzing geospatial data.
- Considerable experience managing, maintaining, and monitoring various databases and systems in support of business functions in a multi-networked environment.
- Experience with geospatial software, including ESRI ArcGIS.
- Experience in planning, supervising, and directing the work of assigned staff.
- Knowledge of relevant provisions of the Accessibility for Ontarians with Disabilities Act (AODA), Human Rights Code, Occupational Health and Safety Act, and related legislation.
- Highly developed negotiation and interpersonal skills to manage complex, sensitive and confidential issues related to accessibility and equity.
- Experience with a variety of software packages including MS Office (i.e. Word, Excel, Access, Visio and PowerPoint).
- Highly developed oral and written communications as well as strong presentation and public speaking skills.
- Ability to work evenings, statutory holidays and weekends as required.
- Ability to travel to various work locations.
- Possession of a valid Province of Ontario Class “G” Driver’s License and access to a personal vehicle.
- Elections experience is considered an asset.
Responsibilities:
The Project Manager (Voting Places & Geography) manages various projects related to the municipal election and by-elections, including referenda, recounts and contract elections on behalf of the City Clerk, City Council, four School Boards and the Minister of Municipal Affairs and Housing.
The Project Manager is expected to initiate, plan, implement and manage projects relating to the Voting Places and Geography Portfolio including election management, project management, voting infrastructure, technology, and human resources.
- Utilizes various geospatial technologies to design, develop, and establish voting subdivisions and voting place criteria to ensure compliance with the Municipal Elections Act and Accessibility for Ontarians with Disabilities Act.
- Plans, oversees, and manages inspection of voting places to ensure accessibility, room size and features, location contacts, and any delivery requirements or restrictions.
- Negotiates and secures locations, contracts, permits and associated requirements including the procurement and delivery of voting place furniture, ramps and equipment.
- Leads the mapping and analysis of ward boundaries and subdivisions and generates ward maps.
- Undertakes geographic information services, as required.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality, organizational performance, and continuous learning.
- Supervises the day to day operations of all assigned staff including the scheduling, assigning and reviewing work.
- Builds strategic partnerships with key city divisions and agencies, school boards, and community organizations to secure voting places for elections and by-elections.
- Reviews, evaluates, and recommends detailed project plans to the Senior Elections Management Team, including the overall scheduling of projects and reports on the status of subprojects, including contingencies and issues.
- Prepares and presents project progress reports regularly to the Deputy City Clerk Election Services, Senior Election Management Team and to other stakeholders and staff.
- Develops and implements project control systems, procurement oversight, cost evaluation methodologies and performance evaluation criteria, in accordance with approved corporate policies and guidelines.
- Negotiates and implements innovative solutions to complex project challenges involving multiple stakeholders to achieve assignment objectives.
- Oversees issues as they arise within projects and under close scrutiny by the media, the public and members of Council.
- Prepares various reports for Committee and Council and compiles presentations for the Senior Election Management Team and addresses their questions and concerns.
- Maintains a thorough awareness of the vision, mission and strategic directions of the City Clerk’s Office (CCO) and its services, the City Clerk’s duties and responsibilities under the Municipal Elections Act, 1996 and the unique qualities and responsibilities of working in a political environment with elected officials and various stakeholders while ensuring cultural sensitivity.
- Oversees execution of various projects and ensuring all legislative requirements are met.
- Evaluates all aspects of service delivery, performance measures and reporting back to senior management with recommendations for service improvements.
- Requests and monitors assigned budget ensuring expenditures are controlled and maintained within the approved budget limitations.
- Identifies approaches, concepts, and methods of analyzing complex and competing issues, and provides expert professional and technical advice.
- Prepares and delivers presentations to various levels of city staff, other levels of government, community groups, external election clients, the public and other stakeholders regarding election issues.
- Ensures assigned staff are in compliance with the Accessibility of Ontarians with Disabilities Act, Occupational Health & Safety Act, and all other relevant legislation and associated regulations.
- Assists with the work of the Manager Election Services in his/her absence.
- Works evenings, statutory holidays and weekends as required.
