About the Role:
Culmen International is seeking a highly skilled mid-level Project Manager II to join their team on a full-time basis, focusing on the management and implementation of international radiological security projects at the National Nuclear Security Administration in the Department of Energy.
This role is part of a critical program within the National Nuclear Security Administration (NNSA), specifically under the Office of Global Material Security, in the Office of Radiological Security (ORS). The ORS is dedicated to enhancing radiological security both domestically and internationally, operating in over 80 countries. Their mission includes protecting radioactive sources used in medical, research, and commercial applications; removing and disposing of radioactive sources that are no longer in use; and reducing global reliance on high-activity radioactive sources by promoting viable alternative technologies. To achieve these goals, ORS collaborates with a diverse array of stakeholders, including industry representatives, foreign governments, state and local governments and first responders, international organizations, non-governmental organizations (NGOs), and industry associations. ORS also engages in extensive outreach activities to raise awareness about its programs and garner support for its mission and strategies.
The Project Manager II will play a crucial role in supporting ORS federal staff by managing and overseeing assigned domestic or international projects and portfolios. Ideal candidates should possess a strong background in fields such as international affairs, national security, public policy, communications, or related disciplines. This position requires a blend of strategic oversight and hands-on project management to ensure the successful execution of ORS initiatives.
What You’ll Do in Your New Role:
- Support the development and maintenance of project work plans; portfolio or country engagement strategies; as well as remain aware of project milestones, funding requirements, and challenges to implementation.
- Attend regular and ad hoc coordination meetings to provide input on project status, performance tracking, and policy or technical issues.
- Support the development of programmatic policy and technical analysis on radiological security issues and topics.
- Develop and deliver briefings and reports on radiological security issues and topics associated with ORS programmatic efforts.
- Respond to quick turn requests for information related to projects within assigned portfolio.
- Participate in meetings and collaboration activities with domestic and international organizations and associations on radiological security.
- Support and interact with other ORS program staff, DOE national laboratories, other federal agencies, and different offices within DOE to participate in project specific calls and interagency meetings.
- Identify and assess the training needs of partners to develop strategies for client to deliver training resources that will meet project goals and objectives
Required Qualifications:
- Active DOE Q or L clearance or the ability to acquire Q clearance if currently uncleared or with an L.
- Master’s degree in international affairs, national security, public policy, communications, or related field
- 5-10 years of relevant experience
- Ability to work well both independently and as part of a team
- Excellent organizational, event, and task management skills
- Ability to synthesize information and write concise summaries and reports
- Outstanding oral communication and presentation development skills
- Willingness to take initiative, accept ownership of job responsibilities, and make appropriate decisions
- Ability to work well under pressure, prioritize, and respond effectively to short deadlines
- Experience in supporting and interfacing with customers
- Experience evaluating complex projects and organizing project documents
- Ability to operate efficiently in Excel, Word, PowerPoint, Outlook, MS Teams, and database systems
- Ability to quickly learn the customer’s business operations and maintain a current understanding of ongoing and planned changes or impacts to the business operations

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual’s unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $112,000 – $140,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen’s total compensation package for employees.
