JOB SUMMARY

The Infrastructure Capacity Management Program (ICMP) is a new City initiative to ensure sufficient water, wastewater, and stormwater capacities to support increased rates development intensification across the City’s urban area. The program was approved by City Council in 2024 as part of the City’s new Infrastructure Master Plan.
As Project Manager, Infrastructure Planning you will: support the development and implementation of the ICMP as directed by senior staff dedicated to the program; contribute to establishing flow monitoring and system modelling priorities; support infrastructure system analysis and modelling efforts; manage and/or support the management of assignments related to program development as well as area-specific infrastructure studies; prepare project charters for design and construction; contribute to the development and implementation of capacity and overland flow tracking systems and related development review processes.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in engineering or geoscience
Minimum of 5 years of experience in both water resources and municipal engineering

KNOWLEDGE

  • Water (ground and surface sources), wastewater, and stormwater systems
  • Best management practices for stormwater management
  • General design and construction practices in the Province of Ontario
  • Budgetary, scheduling and cash flow procedures
  • Operational philosophy associated with water and wastewater facilities
  • Hydraulic computer models for the water and wastewater
  • Demand management strategies
  • Wet weather flow issues related to sanitary systems
  • The Environmental Assessment Act, the Planning Act, the Water Resources Act and the Conservation Authorities Act
  • Applicable legislation and practices governing water/wastewater /stormwater infrastructure growth planning, rehabilitation planning, approvals processes and design
  • Public consultation processes
  • Project management principles
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

Desirable Qualifications:

  • Expert knowledge in an applicable technical specialty (i.e. hydrology, hydraulics, computer modeling, stormwater management, design, project management, etc.) as demonstrated by advanced academic qualifications or significant direct experience

COMPETENCIES, SKILLS AND ABILITIES

  • Data management including collection, maintenance and assessment
  • Use of GIS
  • Use of computers and hydraulic models related to planning of water and wastewater systems
  • Ability to work as an effective leader/team member in a multi-disciplinary technical environment
  • Manage personal workloads effectively to achieve objectives within time constraints
  • Good interpersonal skills; able to work effectively with others in possibly confrontational situations
  • Undertakes work in a thorough, reproducible, documented manner
