MINIMUM REQUIREMENTS

  • A Bachelor’s degree, preferably in a technical discipline, with 2-4+ years of business planning and project management experience involving mid-size to larger scale technical projects.
  • Proven accomplishment in project management, including budgeting and resource allocation.
  • Strong communication and interpersonal skills to work effectively with fellow staff, Technical Committee members, vendors, etc. and to represent the organization to the public, to industry representatives.
  • Strong organizational and planning skills.
  • Able to travel independently and willing to travel up to 30% of the time.
  • Microsoft Office suite knowledge
  • Good organization and planning skills.

PREFERRED QUALIFICATIONS & COMPETENCIES

  • Advanced knowledge of the scientific method and Good Laboratory Practices (GLP).
  • Broad knowledge of the standards industry, equivalent to a bachelor’s degree in a technical discipline ,i.e. Sciences, Engineering with 6-8 years of progressive management experience involving large, complex technical projects.
  • A business management/operations orientation to look beyond the current program and create strategic plans for the future of the service program/understands the financial aspects of managing a program
  • effectively/profitably (budgeting and allocation of resources).
  • PM certification
  • Analytical, statistical knowledge, problem-solving skills, basic modelling and design of experiments

With additional experience the ILS Project Manager should also demonstrate these competencies:

  • Demonstrates higher level leadership with minimal direction from ILS Director, including strategy regarding study plan development, required preliminary testing, balloting, and the handling of negative votes identification.
  • Identification of future member ILS tools needed and a proactive management approach to identifying new ILS processes re-engineering opportunities.
  • Serves as product manager for delivery of products, services, tools, and features related to the ILS/standard development process through requirements documentation, testing and verification of accuracy of changes, working with IT Operations to ensure software releases and ILS internal (and external) website upgrades are delivered accurately, timely, and in compliance with member requirements.
  • Maintains a higher-level understanding of copyright as it pertains to ASTM standards and research reports to identify where permissions may be required. Work with ASTM Copyright Office to complete requests for copyright permission.
  • Manages prominent committees’ and complex special ILS Programs with a high level of competence.
  • Trains and provides work direction to temporary employees tasked with ILS and Research Report related projects.
  • Maintains and revises promotional materials as needed for ASTM meetings

Responsibilities:

POSITION PURPOSE

This position is responsible for the timely management of multiple projects registered into the ASTM Interlaboratory Study Program. The incumbent has the responsibility to provide quality organizational support and project management for the following services to committees: review of ILS submittal and development of initial project plan, identification of participating laboratories, generation and distribution of laboratory data report form; creation of the sample coding matrix, coordinating the distribution of samples from an outside vendor; collection and evaluation of data; and generation of statistical reports, Precision and Bias statements, and Research Reports. The ILS Project Manager works to identify, prioritize, and validate the requirements for the tools, applications, services and software that help ASTM members navigate the ILS process more efficiently. The position assists in monitoring and identifying process enhancements that may improve the member experience and/or internal operations management of the program. This position is also responsible for representing the Society to external Organizations.

ORGANIZATION ROLE

This is a key mid-level professional (exempt) role within the ASTM leadership structure. It has defined authority to act on behalf of the Division with respect to the management of Interlaboratory Study Program operations. An individual may be hired as a Project Manager at Grade 15 or 16 based on previous experience. If initially at Grade 15, a manager can be elevated to a Grade 16 when, for a continuous period of time, they consistently meet and often exceed expectations of the job description, require minimal direction, handle more complex tasks and projects such as identification of process improvements, study plan development, troubleshooting difficult data anomalies with a high level of competence, and provide a leadership role within the Division.
This position reports directly to the Director, Interlaboratory Study Program (ILS). The position does not have direct reporting but is responsible for training and overseeing the work performance of any temporary employees as well as the ILS Administrative Assistant, who performs specific tasks associated with internal program operations, database and software program usage.
