Description:

DELIVERABLES:

  • Leading the project team to work effectively and efficiently toward project objectives in a complex and diverse environment with multiple stakeholders and changing priorities to ensure high quality deliverable
  • Leading technical teams by reviewing their work and resolving day to day issues

  • Developing, maintaining and effectively executing integrated project plans throughout project life cycle in accordance with OPS project management methodologies - factors Communicating and controlling the scope, time and cost of the project

  • Ensuring issues are identified, tracked, reported and resolved in a timely manner Identifying, analyzing, prioritizing, mitigating and communicating project risks throughout project lifecycle. Making recommendations based on the technical evaluation of risks and issues along with an understanding of the business implications.

  • Ensuring documents are maintained in a shared repository and that knowledge is shared among team members.
  • Assisting in the facilitation of team, vendor, and client meetings Communicating effectively to identify needs and evaluate solutions to complex business and technical issues
  • Working collaboratively to resolve interdependencies between other projects/work streams Reporting on progress and provides timely status updates on assigned projects.
  • Developing and managing the project schedule, decomposing the project scope into measurable tasks, with responsibilities, timelines, dependencies, and costs Identifying resource requirements and providing project resources/cost estimates
  • Defining, clarifying roles and responsibilities and setting deliverables/quality/ performance expectations for project resources Resolving resourcing conflicts and negotiating changes to resourcing needs.

• Reporting on progress and provides timely status updates on assigned projects. Lead the development of a solution requirement specification for the options analysis component of the business case
• Assist in the detailed evaluation of build/procurement options for input into the business case Review technical practicability of alternative solutions that are available and most cost effective
• Conduct, assess, evaluate and document stakeholder interests and business needs Define business and/or functional requirements Options Analysis Costing analysis Business Case
• Demonstrate alignment with the program area requirement and associated business and logical architectures Provide architectural guidance, technical leadership and assistance
• Prepare project plans, charters, and other related project deliverables following the PMO methodologies in accordance with the JTS and Corporate PMO policies
Detailed Project Plan including planned activities, major milestones, deliverables and target completion dates as directed by Solutions Portfolio Manager Other JTS PMO documentation, as required Utilize PM Tools and repositories to manage and track required project artefacts
• Ensure alignment and adherence to Ministry of Government Services’ processes and standards Lead the project through the Enterprise Architectural governance checkpoints at the cluster level and, where applicable, the corporate level
• The consultant resource will interface directly with the program area staff and management, is accountable for ensuring customer satisfaction, development concurrence, and addressing the status of concerns to the customer
The consultant will provide a detailed list of all work/artefacts completed on the project Ensures knowledge transfer to internal staff – that is, upon leaving the project, the consultant will transfer over all information/research to the client Attend any meetings related to the resolution of any request as required Presentations (as required) Briefing Notes (as required) Status reports (as required) Skills, Knowledge and Qualifications Project Management experience at the specified experience level
• Experience in structured methodologies for the design, development, implementation and maintenance of applications Leadership experience in one or more of the following areas: Multi-tiered application development Selecting and establishing technical architectures Design and development of large or medium corporate applications Managing the implementation activities associated with large IT projects Experience in the use of project management software Excellent analytical, problem-solving and decision-making skills Excellent verbal and written communication skills;
• Highly developed interpersonal and negotiation skills A team player with a track record for meeting deadlines

CRITERIA 2 - TECHNICAL SKILLS 30 POINTS

• Demonstrated experience working with Mission Critical application such as OTIS (Offender Tracking Information System)
• Demonstrated experience with managing technical teams using Azure Cloud, Mobile technology, .Net, Oracle, SQL server
• Demonstrated experience identifying, analyzing, prioritizing, mitigating and communicating project risks throughout project lifecycle.
• Demonstrated experience in rollout strategies of Mobile solutions

CRITERIA 3 - LEADERSHIP, FACILITATION AND INTERPERSONAL SKILLS 10 POINTS

• Demonstrated prior experience leading project teams, facilitating interactions with clients and among the project team, especially in a complex, multi-• stakeholder environment
• Demonstrated experience planning and prioritizing tasks effectively to respond to numerous and diverse challenges and demands
• Demonstrated experience controlling the scope, time and cost of the project
