Job Description:
The role of the Project Manager is to plan, execute, document, and finalize projects according to strict deadlines and within budget. This includes allocating resources and coordinating the efforts of team members, other departments’ resources, and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle.
Duties & Responsibilities:
- Directs and manages the entire project development cycle including the planning, execution to closing stages:
- In collaboration with IT leadership, executive management, and stakeholders, defines project scope, budget, outcomes, and deliverables to support business goals.
- Develops full-scale project plans and associated communications documents.
- Liaises with project stakeholders on an ongoing basis.
- Estimates the resources and participants needed to achieve project goals.
- Identifies and manages project dependencies and critical path.
- Plans and schedules project timelines and milestones using appropriate tools.
- Tracks project budget, milestones, and deliverables.
- Develops and delivers progress reports, proposals, requirements documentation, and presentations.
- Determines the frequency and content of status reports from the project team, analyzes results, and troubleshoots problem areas.
- Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.
- Defines project success criteria and disseminates them to involved parties throughout project life cycle.
- Conducts project postmortems and creates a recommendations report in order to identify successful and unsuccessful project elements.
- Develops best practices and tools for project execution and management.
- Manages teams by facilitating interdisciplinary project groups including representatives from within Information Technology Services, client areas, academic and the vendor community:
- Effectively communicates project expectations to team members and stakeholders in a timely and clear fashion.
- Where required, negotiates with other department managers for the temporary acquisition of required project personnel from within the institution.
- Sets and continually manages project expectations with team members and other stakeholders.
- Delegates tasks and responsibilities to appropriate personnel.
- Identifies and resolves issues and conflicts within the project team.
- Coaches, mentors, motivates, supervises project team members and external partners. Influences them to take positive action and accountability for their assigned work.
- Builds, develops, and grows any business relationships vital to the success of the project.
- Directs, schedules, and assigns duties to staff, reviewing work for accuracy and completeness.
- Identifies on-going training as it relates to the project and professional development needs for all staff to ensure they are trained and knowledgeable in College and Departmental policies, procedures, and processes.
- Sets project and resources performance objectives, conducts performance evaluations, and recommends remedial or disciplinary action as required to the IT leadership.
- Manages project budgets and related financial responsibilities:
- Drafts and submits budget proposals and recommends subsequent budget changes where necessary.
- Determines and assesses need for additional staff and/or consultants and make the appropriate recruitments if necessary, during project cycle.
- Responsible for the travel, training, and overtime budgets for IT staff assigned to the project(s).
- Contributes to the development and management of IT departmental budget.
- Develops and reviews Request for Quotations (RFQ) and Request for Proposals (RFP); participates on evaluation committees.
- Manages and assesses financial risk of projects and systems changes and developments.
- Performs other related duties/projects as required.
Qualifications Required:
Education
- University degree in computing science, engineering, or related technology field.
- Project Management Professional (PMP) certification strongly preferred.
- Five (5) years of work experience as a Project Manager, leading projects in IT operations and development environments, including:
- Managing projects for enterprise products, cloud software and Banner ERP.
- Managing IT Operations projects for networks, servers, desktops, and virtual environments. Managing IT infrastructure upgrades and deployment projects (hardware, software, telephony)
- Demonstrated experience with agile and iterative project management methodologies.
- Experience managing projects in Post-Secondary Institutions is strongly preferred.
- 5+ years’ experience with project management software, such as Microsoft Project or similar tools
- Experience with productivity tools such as Confluence, Jira, SVN, SharePoint, Visio, BPM tools.
- Experience with all aspects of business process development and improvement.
- Demonstrated experience in personnel management, is an asset.
- An equivalent combination of education and experience may be considered.
