Responsibilities:
- Budget and Schedule Control - Plan, monitor and manage internal allocated construction projects from initiation through to completion following VIA Rail and industry standards; Develop and monitor scope of work, estimates and financial forecasts, timelines and dependencies associated with each project.
- Vendor and Stakeholder Management - Act as primary interface for the clients, users and stakeholders; Manage third parties, consultants and contractors relative to the terms and conditions of agreements, contracts and specifications; Work with VIA Rail’s support departments (procurement, legal, etc.); Manage resources and adjust team efforts, while assessing performance on a regular basis, to identify gaps and corrective actions; including compliance related issues.
- Change management and Reporting - Assist in the review of invoices, change orders, and all documents required under the delegation of authority; Negotiate additional costs for changes in the scope of work; Investigate damages, accidents or delays on construction sites, to ensure that proper procedures are being carried out and manage claims as required. Prepare projects progress reports, internal VIA reports and attends progress review meetings.
- Risk Management - document risks and potential challenges related to projects including quantification of budget and schedule impacts. Develop mitigation plans and assign action items as appropriate to immediate and integrated team members. Estimation of contingency requirements using QCRA methodology.
- Construction Compliance – Conduct reviews of processes and procedures related to construction implementation for compliance during design, construction, commissioning and handover. Conduct site audits and conduct regular progress review meetings with professionals and contractors on site; Report on findings and recommendations; Ensure that all construction activities are carried out in accordance with VIA’s safety and environmental requirements and all applicable laws and regulations.
- Commissioning and Handover – Support the commissioning process and manage delegated responsibilities related to tracking of milestones, coordinating logistics for testing, documentation deliverables, resolving of deficiencies and resolving issues during the warranty period
