Do you want to work in partnership with NHSE, Ministry of Justice, Home Office, Local Authorities, Police and Crime Commissioners to ensure healthcare delivered in secure settings is of a high quality and delivers value? An exciting opportunity to work in NHS England’s Health and Justice Commissioning will help you achieve that.
We have an exciting permanent role within the Yorkshire and Humber Health and Justice Commissioning Team covering the commissioning, procurement, and contracting for the provision of healthcare in criminal justice settings: Prisons, Secure Children’s Homes, Liaison and Diversion and Sexual Assault Referral Centres.
Working with the Senior Commissioning Managers of the Yorkshire and Humber Health and Justice Commissioning team, you will support project delivery and contract management across the justice settings, as well as procurements for services.
The candidate will have experience in contract and programme management, experience of delivering projects, managing contracts and ability to collate, interpret and analyse data to support contract management and commissioning priorities.
The candidate will have robust skills in partnership across sectors, implementation of project and contract management, and able to deliver successfully through others including managing successful teams.
Working internally and externally to deliver programmes and contracts on time, to budget and requirements. This will include ensuring providers are delivering consistent, high quality and inclusive services that meet contractual requirements, and that these are monitored and reported, using existing contract, performance and quality mechanisms. This will include working closely with partners and co-commissioners of secure services including Her Majesty’s Prison and Probation Service (HMPPS), Public Health England/National Institute for Health Protection (NIHP), Home Office, Local Authorities, Care Quality Commission, Home Office, Her Majesty’s Courts and Tribunal Service and Offices of Police and Crime Commissioners.
S uccessful candidates will have a proven background working within a commissioning environment, and knowledge of a range of contracting tools including the NHS Standard contract, Oracle and the latest procurement regulations. Awareness of the Health & Justice commissioning portfolio is essential.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Operational
Support and manage projects, including procurement projects, that comprise the full project lifecycle.
Support and manage contracts, that comprise the full contract management lifecycle in line with the Contract Management Framework.
To support the identification and sharing of best practice in project management and contract management in line with Contract Management Framework, Project and Programme Management Standards, PPM Framework, and Government Project Delivery Profession Technical Competencies.

Project and Contract Management
Contribute to performance improvement, taking a lead for identified projects and contracts.
Provide co-ordination and participate in relevant working groups and provide project and contract advice, expertise and support where requested.
Provide relevant and timely specialist advice and guidance on own programme and project and contract areas.
Financial and Physical Resources
To support the portfolio of programmes, projects and contracts in demonstrating value for money for the current spend through tracking, managing and delivering agreed outcomes and benefits with a focus on value management.
Work in compliance with Standing Financial Instructions, Contract Management Framework, and Procurement Policy
Information Management
Adheres to organisational policy regarding Information Governance.
Highlight exceptions and risks ensuring mitigating action can be taken to keep programmes, projects and contracts on track.
Collate as required qualitative and quantitative information and reports and lead appropriate analysis to develop to provide assurance that providers are meeting their contractual requirements.
