Description:

KEY DUTIES AND RESPONSIBILITIES The primary point of contact for project management for the areas in scope, particularly around the reporting of project outputs. Supports programmes of work within workstreams of the mental health programme. Develops and maintains appropriate project plans and performance management systems, ensuring that timely and accurate progress updates are received through the agreed governance, including Senior Management Teams, mental health programme and Executive Directors, and by other external stakeholders as required. Oversees and interacts with local project teams in the management and delivery of projects.
Analyses and evaluates project progress on a regular basis, formulating, presenting and implementing strategies to minimise risk and maximise benefit to deliver the overall project/ programme objectives. Produces frequent highlight reports, maintains risk registers, and ensures action logs for agreed projects/ programmes Works with the Programme Director to ensure that reports to the Mental Health System Group are developed as required and within the agreed timescales. Supports the training of local project delivery staff (clinical and non-clinical) within all partner organisations as required. FINANCIAL AND BUSINESS MANAGEMENT Supports the Programme Director for the areas in scope to develop and maintain a robust financial management system, monitoring project expenditure against forecast, and implementing plans to ensure that projects spend to required profile.
Supports the Programme Director and wider team to coordinate spend between workstreams and partners where there are cross-theme initiatives. To support the Programme Director and wider team to ensure that a clear audit trail supports expenditure and outcomes through progress reports and invoices. To support the Programme Director and wider team on the collection, production and analysis of relevant financial, activity, service performance and personnel-related data relating to the research themes. HUMAN RESOURCE MANAGEMENT Line manage and supervise members of the team as required or Innovation team as required.
Lead team and individual performance appraisal, evaluation and evidenced based examples of good practice. To act in ways that support equality and diversity and the rights of individuals, ensuring own practice is in accordance with policies. Identify and act when own or others action undermines equality and diversity Manage sensitive information regarding salary, individual performance and sickness records. DATA ANALYSIS AND INFORMATION MANAGEMENT Works closely with the Programme Director and wider team to develop and implement robust information management systems and ensure the data collection and reporting systems are effective and linked with appropriate systems and data.
Produces and analyses highly complex performance data in accordance with internal and external performance management frameworks. Interprets sensitive or contentious information including information on finances, performance data and HR data. Education, Training and Development Attends induction training and mandatory training programmes. Identifies personal training needs through participation in regular continuous professional development activities and individual performance review Develops skills by attending relevant courses/training and maintaining a personal portfolio.
Proactively develops staff and records development plans during annual appraisals and seeks opportunities for staff to continuously develop their skills and experience. COMMUNICATION Develops, interprets and communicates a range of information (progress reports, etc) Makes a major contribution to annual reports and other ad-hoc reports and documents to ensure that the content is scientifically accurate and reflects all outputs delivered by project teams. Develops and maintains effective working relationships with colleagues, both internal and external to ensure effective management and project delivery. Ensures that all internal and external stakeholders are kept up to date with relevant developments and issues.
Develops own work plan and delegates work to others in line with the System Board objectives and in agreement with the Programme Director. KEY RELATIONSHIPS The postholder will need to form good working relationships with a range of people, both within and external to NHS GM. Members of the public and service users as appropriate The postholder will progress chase on programme and project activities, including with senior managers and external suppliers. This will require communication which is both effective and perceived as helpful.
The postholder will prepare briefing information and deal with routine correspondence, drafting replies as appropriate. PARTNERSHIP WORKING/COLLABORATION The role will require close collaboration and partnership working with internal and external stakeholders across Greater Manchester. Collaboratively suggests and contributes to the development of policies in the Project management area. Contributes to development of changes to working practices or procedures for own work area.
Contributes to the application of policies outside own work area such as IT security and Information Governance which may have an impact outside of their own work area. PLANNING AND ORGANISATION RESPONSIBILITY Plans and organises meetings; prioritise own project work/organises a range of events and conferences, including organising speakers; supports manage a range of projects POLICY AND SERVICE DEVELOPMENT RESPONSIBILITY Implement policies and propose changes to practices, procedures for own area. Also develops administrative policies as required. RESEARCH AND DEVELOPMENT RESPONSIBILITY Undertakes surveys and audits as necessary to own work FREEDOM TO ACT Works autonomously but can seek advice when necessary/manages a discrete area of work.
ANALYTICAL AND JUDGEMENTAL RESPONSIBILITY Exercises skills for investigating a variety of issues and proposing solutions; dealing with complex enquiries SAFEGUARDING CHILDREN, YOUNG PEOPLE AND VULNERABLE ADULTS Safeguarding children and vulnerable adults is everyones responsibility. Whatever your role the welfare of children and vulnerable adults should be your concern. It is your duty to report any concerns through your line manager / designated Safeguarding Lead. All ICB staff are required to undertake safeguarding awareness training and to undertake additional training in relation to safeguarding relevant to their role.
