JOB DESCRIPTION:

Reporting to the Manager, Capital Construction Projects, Project Manager PMO CS will be responsible for the effective management of major construction, renovation, rehabilitation projects and assignments as part of Corporate Real Estate Management program/project areas as follows:

  • Affordable Housing and Shelters Projects under Capital Projects Division.
  • State of Good Repair, AODA, Small Capital, Client Capital, Feasibility Studies and Space Planning.
  • Major and Strategic Projects.

Key Qualifications:

  • Post-secondary education in engineering, architecture or a related discipline or approved equivalent combination of education and experience.
  • Project Manager Professional (PMP), Project Management Institute (PMI) and/or Leadership in Energy and Environmental Design (LEED) certifications/designation are considered strong assets.
  • Considerable project management experience in capital construction projects including office accommodation and space design, tendering, implementation and close-out and on-site experience with new construction and the renovation of existing assets with project values ranging from $50,000 to $10,000.000.
  • Considerable experience managing multiple concurrent multi-disciplinary capital construction, renovation, rehabilitation and repair projects and resources in a large organization.
  • Experience in asset management, portfolio planning and capital planning.
  • Experience in the preparation of “Order of Magnitude” and “Definitive” estimates relating to capital repair, replacement and rehabilitation.
  • Experience and knowledge in all aspects of building condition assessments, financial analysis, and property management.
  • Experience effectively organizing and managing construction project coordinators and administrators.
  • Highly developed analytical, conflict resolution and problem solving skills.
  • Excellent communication, presentation and interpersonal skills to deal effectively with staff, political representatives, consultants, contractors and the public.
  • Strong administrative and budgetary skills involving both capital and operating budgets.
  • A thorough knowledge of construction, techniques, materials, life cycle costing, various codes, principles and practices related to building construction.
  • Ability to interpret site, mechanical, electrical and structural drawings and specifications.
  • Comprehensive knowledge of related policies, Acts, Codes and legislation including the Ontario Building Code, National and Provincial Fire Codes, Technical Standards Safety Authority (TSSA), Construction Standards Association, Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems, Human Rights Code, Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA) and other related legislation.
  • Working knowledge in MS Word, MS Project, Excel, Project Accounting and scanning and imaging software.
  • Must possess and maintain valid Province of Ontario Class “G” driver’s license and access to a personal vehicle for site visits

Responsibilities:

MAJOR RESPONSIBILITIES:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Assists senior management team in developing strategic policies and programs to meet the long term needs of the Facilities Management Section, Corporate Real Estate Management (CREM).
  • Provides logistical/professional support towards the implementation of strategic projects.
  • Coordinates and reports on cost control and provides assistance in the preparation of the Section’s budget and financial aspects and liaise with other Sections accordingly.
  • Compiles, analyzes and correlates data and prepares reports and studies for submission to management and/or council on program related matters.
  • Tracks expenditures of capital projects and recommends corrective measures to meet the Section’s goals and objectives.
  • Collects, maintains and analyzes data in cost control and capital variance reports.
  • Conducts audits of operating variance reports and project records as required to ensure compliance.
  • Researches and analyzes operating procedures and makes recommendations to improve productivity, methods of operations and standard operating procedures.
  • Provides information and liaises with Director and other Managers within the Section.
  • Develops business cases related to staff resource requirements, financial and operational plans.
  • Provides assistance to Capital Construction and State of Good Repair Managers to complete capital projects in a timely manner and to recover revenues for their business units.
  • Assists in the management and function of the administrative unit of the office support staff.
  • Acts as a liaison with other Deputy City Manager (DCM), Corporate Services divisions and monitors schedules, graphs and maintains accurate records of budget and resource.
  • Confirms detailed and timely reports, records, schedules, monthly status reports, initiates correction of variances, as required by the Manager.
  • Provides administration and oversight of section support staff. Manages and approves the preparation of Contracts.
  • Provides logistical support and expert matter content in the implementation of special and strategic projects with complex needs and requirements, involving multiple stakeholders, interdisciplinary teams, heritage, LEED, etc. to advance the DCM’s objectives and agenda.
  • Liaises with Facilities Management Section, CREM for coordination of capital plan implementation.
  • Implements strategic projects to improve the capital implementation completion rate such as PTP.
  • Develops business continuity plans for the section including the coordination of volunteers, strategies and equipment needed in case of any event preventing the Section from operating normally.
  • Assists the Director with communications strategy and resource allocation for new capital requests.
  • Monitors all client-initiated requests for services and provides customer services accordingly.
  • Hires and supervises PMO’s co-op students, assigns tasks and monitors progress. Liaises with their educational institutions.
  • Provides professional resources to Project Managers as member of Ontario Association of Architects.
  • Develops plan to ensure staff acquires legislated training necessary to perform duties.
  • Tracks centre of expertise for section.
  • Assists in the hiring process for PMO new staff.
  • Develops and implements database to track project warranties and coordinates with Facilities Management Section.
