The Municipal Licensing and Standards Division (MLS) supports the City of Toronto by leading the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services, all which contribute to the safety and vibrancy of Toronto communities. As part of this work, the Division has led several major by-law reviews and introduced new regulatory regimes over the past few years, including for Private Transportation Companies (Uber/Lyft), Short-term Rentals (Airbnb/booking.com), RentSafeTO: Apartment Building Standards, and many more.
MLS is looking for a Project Manager, Policy and Strategic Support to join their Business Transformation team. Through System Modernization, By-law and Strategic Business projects, this team is modernizing our by-laws, processes, and technology to better support our staff, improve customer service and make doing business with us faster and easier.
Reporting to the Manager, Business Performance and Change Initiatives, you’ll plan and implement complex organizational, operational and culture change projects that may be strategic or technology-focused, expertly developing and leading the implementation of detailed schedules, and resource, budget, and communication plans, and ensuring that projects are delivered on time, in scope and on budget. Innovative, adaptable, and creative, you’re well equipped to meet the changing needs of industries and customers served, as well as emerging directions.
A savvy multi-tasker with excellent organizational and time management skills, adept at successfully managing a workload with competing demands and deadlines, you’ll manage assigned projects and provide direction to a diverse team of professional and/or support staff, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning. At the same time, you’ll take an active role in creating an environment of innovation, collaboration, transparency, accountability, and trust.
Your political acumen and understanding of public relations and partnership building will be evident as you identify and manage divisional and other public and private sector stakeholders, manage risks and emerging issues, and negotiate delivery throughout the project lifecycle, while ensuring that resolutions are implemented in a timely manner.
A skilled critical thinker and problem-solver, able to facilitate effective business and technology solutions that will advance the organization, you’ll lead and conduct current and future state assessments and cost benefit analyses to identify opportunities for optimizing operational efficiencies, delivering customer centric services, and ensuring cost effectiveness for long-term sustainment. You’ll also make recommendations to senior divisional management regarding service optimization, technology system modernization plans and strategies for sustainment and continual enhancement.
Your written and verbal communication skills are excellent, enabling you to prepare briefing notes, reports, and project artefacts, as required by the size and complexity of the project, for reporting, gating, and budget approvals. Continually looking to the future, you’ll also ensure currency with City and divisional priorities and objectives, as well as relevant industry technology and business practice directions, and assess new legislation for financial, business process, human resources, and information technology impact on the Division and/or the City.
Responsibilities:
- Post-secondary education in Information Technology, Business Administration, Project Management, Public Policy, etc. or an equivalent combination of education and/or relevant experience.
- Considerable experience managing/leading teams through the planning and implementation of complex policy, technology, or transformation/change initiatives.
- Considerable experience preparing briefing notes, reports and presentations to project teams and senior management, clearly and concisely.
- Experience in project management, delivering short- and long-term initiatives while effectively balancing a range of internal and external stakeholder interests.
As a result, you possess excellent interpersonal, consensus-building, consultation, and negotiation skills, can make sound decisions, are familiar with government legislation in the areas of occupational health and safety, and have knowledge of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). Strong knowledge of various software applications, including MS Office (Project, Visio, Excel, Word, and PowerPoint), is essential.
Certification in Project Management to PMI, Agile, Prince2 or other industry standard is an asset, as is experience with tools like Confluence and JIRA. Equally important, you’re able to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
