Job Description
The Provincial System Support Program (PSSP) at the Centre for Addiction and Mental Health (CAMH) works with communities, service providers, government, and system partners, including Ontario Health’s Mental Health and Addictions Centre of Excellence (CoE), to move evidence to action and create sustainable change in Ontario’s mental health and addictions system. With expertise in implementation, knowledge mobilization, evaluation, equity, lived experience engagement, and data management, PSSP is on the ground across the province, collaborating with a wide variety of health and social care partners to build a stronger, more equitable and more accessible mental health and substance use care system.
PSSP’s Black Health Strategy portfolio is committed to developing and implementing evidence-based and evidence-informed interventions and best practice guidelines to advance culturally responsive and affirming approaches to healthcare delivery for diverse Black communities throughout Ontario, to drive improved population health outcomes. The Black Health Strategy portfolio is currently seeking a full-time, contract (12 months) Project Manager to join our team. The Project Manager will report directly to the Senior Manager, Black Health Strategy, with a dotted reporting line to the CAMH Enterprise Project Management Office (EPMO), and to project sponsors for project deliverables. The Project Manager will lead the implementation of data and digital solutions to support the provincial spread and scale of the Substance Abuse Program for African Canadian and Caribbean Youth (SAPACCY), and other projects as assigned. SAPACCY is the first-ever Canadian hospital and community partnership focused on advancing care for Black youth. This model of care provides safe, accessible, and culturally affirming support for Black children, youth and families who are impacted by mental health and/or substance use concerns, and is currently available at eight (8) locations across Ontario. The current data and digital project will focus on executing recommendations from the initial project planning phase to implement an interoperable digital solution that supports data collection, storage, transfer, and management across all SAPACCY sites. This project will ensure seamless integration of digital tools to enhance service delivery and streamline operations, aligned with the long-term goals of providing culturally responsive and affirming mental health and substance use health care for Black children, youth and families.
The incumbent will be responsible for hands-on leadership as well as execution of work in order to achieve goals and objectives relating to the assigned project(s). This may involve direct and/or indirect supervision of staff delivering on project tasks (e.g. task assignment, coaching, mentoring, performance management) and budget management to ensure projects are within scope, on budget and on schedule.
The Project Manager will be responsible for working with multiple clinical, administrative, and executive stakeholders both internal and external to CAMH, including the Black Health Alliance. The Project Manager will develop work plans, accountabilities, timelines, requirements, communication plans, change management plans, training plans, etc. for the assigned project(s) with key stakeholders and ensure these deliverables are developed and executed in a manner which supports agreed upon timelines and objectives. The Project Manager will be responsible for monitoring and reporting on all aspects of the project(s) in accordance with EPMO processes. This position may also include project administrative tasks.
The successful candidate will have lived experience as a member of Ontario’s diverse Black communities and have a personal commitment to implementing health initiatives and community development work that centres the dismantling of anti-Black racism, anti-oppressive and anti-racist practices, and culturally affirming clinical care and its collective impact. You will have an in-depth understanding of the various pathways through which social determinants of health are amplified by anti-Black racism to undermine protective factors and enhance risk factors for mental health and substance use challenges among Black children, youth, and communities, including an in-depth understanding of the impact of these factors on families and caregivers.
You will possess strong competencies in project management, implementation science, teamwork and leadership. You will have a strong ability to convene a broad range of partners to align and deliver on a common vision and mission to demonstrate impact at the individual, family, organization, community and system levels. You will also have a strong track record of collaboration with diverse Black communities from the onset of relationships, and throughout all project phases.

KEY ACCOUNTABILITIES

  • Hands on work across: initiation, planning, execution, monitoring and close of all of project related activities
  • Managing stakeholders to ensure that there is agreement to scope, approach, deliverables and budget to achieve overall success of the project
  • Management of assigned project resources – setting of context, task assignment, setting performance targets and managing performance
  • Utilizing the CAMH project management methodology to drive project standards, identifying risk and issues, adhering to a formal change process and executing activities that achieve the deliverables as stated in the project charters and scope statements
  • Providing leadership to and facilitate meaningful engagement of all stakeholders, including early identification and management of conflicting priorities
  • Building effective and collaborative relationships with various project teams, portfolios, and leadership teams within and external to CAMH, including the Black Health Alliance;
  • Resource management for assigned project management resources;
  • Budget development and tracking for project and operational work

OTHER SKILLS:

  • Bilingualism (French/English) or an ability to communicate in languages other than English, including Indigenous languages spoken in Ontario and languages and dialects spoken in the African Diaspora would be an asset

Job Requirements

  • The successful candidate will have lived experience as a member of Ontario’s diverse Black communities.
  • The successful candidate will possess a university degree in health care or another relevant field; a Master’s degree in Health Informatics, or a Health Sciences or Social Sciences discipline would be an asset.
  • Minimum 5 years of demonstrated progressive and relevant experience in project management with increasing complexity and scope.
  • PMP certification is an asset.
  • Experience successfully managing healthcare projects in a clinical setting is required.
  • Experience successfully managing software implementations is a strong asset.
  • Experience with product development for web-based applications is a strong asset.
  • Familiarity and understanding of the software development lifecycle is an asset.
  • Strong understanding and knowledge of the mental health and healthcare system and its impact and historical and present harm on diverse Black communities.

Responsibilities:

  • Working closely with the leadership team to develop the project approach/strategy and plans;
  • Identifying project objectives, milestones, and deliverables and working with the relevant project teams to successfully achieve them;
  • Establishing priorities, coordinating and supporting project teams members in their roles;
  • Identifying risks and mitigation strategies;
  • Identifying project issues and working with the team to resolve the issues;
  • Project reporting both internally and to external project funders;
