We are hiring for a Program Office Manager!
This is a unique opportunity for you to join the Reserve Bank’s payments team that owns and operates

RITS

, Australia’s real-time gross settlement system. You will be the manager of the Program Office supporting the Payments Operations Program which is uplifting the operation, IT controls and governance of a payments system that moves around $230 billion dollars between financial institutions each day and ultimately settles all non-cash payments in Australia. In the Payments Operations Program, you will work with both business and IT departments which manage RITS to promote the public interest by ensuring the reliable, safe and efficient functioning of critical national infrastructure, which is essential to support the day-to-day business of the Australian economy.
As manager of the Program Office, you will function as a conduit between Program executive management, quality assurance and governance with a day-to-day focus on leading the Program’s reporting, risks and issues analysis, resource scheduling, contract management, project financials, preparation of Steering Committee packs and minutes, and communications to key internal and external project stakeholders. You will also be responsible for managing the program’s detailed timetable and tracking key delivery dates, providing reports and updates to the Bank’s enterprise portfolio management office and overseeing communication with external stakeholders, including interdependent programs. You will also have the opportunity to work with staff from well-regarded professional service.
You will have previous experience working in a similar role leading a program management office, with demonstrable skills for prioritising and working in a deadline-oriented environment and with a strong attention to detail and communication skills for board reporting, budgets and forecasts, as well as experience and knowledge of portfolio and program management practices. Reporting to the Project Director - Business and working closely with the broader Payments Operations Program leadership team, you will also enjoy working and collaborating with multiple high performing teams committed to team goals and deliverables.

Your Background

  • Experience in a similar position leading and coordinating a program or project management office.
  • Significant experience in stakeholder management and experience in representing the department across the Bank or similar organisation.
  • Strong communication and writing skills.
  • Strong analysis and reporting skills, with attention to detail to produce effective and accurate reports.
  • Demonstrable ability to manage program or complex project budgets, forecasting and financials.
  • Demonstrated ability to effectively identify and manage risks, issues and dependencies.
  • Experience at prioritising and working in a deadline-oriented environment.
  • Demonstrated ability to own and communicate responsibilities in relation to health, safety and holistic wellbeing.
  • Understanding of Bank-wide (or similar organisation) and area-specific policies and processes, and demonstrated ability to monitor and guide on compliance, as well as influence others outside of own area.
  • Experience working and leading in a program or complex project environment.
  • Significant experience in managing resourcing, scheduling, reporting and the different stages of a program or project lifecycle.
  • Advanced knowledge of project, change management, business analysis and/or testing methodologies, frameworks, techniques and tools.
  • Experience leading, developing and motivating a work area or project of employees who exercise independence in their work, as well as implementing strategy.
  • Familiarity of banking or payment systems is highly desirable.
  • Knowledge of portfolio management practices is highly desirable.

Your Team
Reporting to the Project Director - Business, you will lead a small team of two portfolio analysts who collaborate effectively to achieve the team deliverables and goals. You will be directly supporting the Payments Operations Program and your team will work closely with related staff supporting Payments Settlements Department projects in the Business Services Group and similar staff in Information Technology Department.
