The Opportunity:
Planning, Design and Construction at the University of Central Florida (UCF) is seeking a highly skilled Project Portfolio Manager I to join our dynamic team. This position plays a pivotal role in overseeing and managing the performance, coordination, and successful completion of diverse project portfolios ranging from deferred maintenance to multi-million-dollar capital construction projects.

Responsibilities:

  • Oversee both capital and minor projects within the assigned portfolio.
  • Manage workload assignments and provide oversight to the Project Portfolio Team during the design and construction process.
  • Establish job standards, coach team members, and conduct effective evaluations of direct reports.
  • Ensure proactive management of projects with a focus on high-quality service, on-time delivery, and adherence to budget.
  • Act as the primary point of contact for all campus clients regarding design and construction needs.
  • Provide mentorship and guidance as either a certified Project Management Professional (PMP) or Florida Certified General Contractor to Project Managers.
  • Manage and coordinate all project aspects, including contractors, architects, engineers, and consultants, ensuring compliance with Project Management Manual guidelines.
  • Support campus sustainability initiatives related to new construction and renovation projects.
  • Provide direction and assistance to resolve design or implementation issues with contractors, architects, and engineers.
  • Monitor project compliance with contract documents, building codes, safety regulations, and other standards.

Minimum Qualifications:
Bachelor’s or Master’s degree and 4+ years of relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219.

Preferred Qualifications:

  • General Contractors License or Project Management Professional (PMP) certification or willingness to obtain within the first year of employment.
  • 5 years of experience in project management, with significant exposure to capital construction projects.
  • 2 years in a supervisory or management role with proven experience leading and developing a team.
  • Strong leadership, communication, and organizational skills with the ability to manage multiple projects concurrently while maintaining high standards of quality and adherence to timelines.
  • Proven ability to independently manage large-scale construction and renovation programs valued in the multi-million-dollar range.
  • Extensive professional experience in project planning, cost estimation, contract administration, and technical oversight of construction projects, including management of significant programs.
  • Demonstrated familiarity with permitting processes, code compliance requirements, and regulatory standards at local, state, and federal levels.
  • Proficiency in technical writing to author contracts, specifications, reports, and office policies, adhering to university or divisional guidelines.
  • Ability to maintain confidentiality concerning construction processes and bid information related to university infrastructure.
  • Demonstrated ability to collaboratively problem solve and maintain composure during challenging interactions with a readiness to respond promptly to emergencies within the construction environment.
  • Capacity to make informed technical and managerial decisions independently or provide well-founded recommendations.
  • Excellent interpersonal and organizational skills, essential for fostering productive working relationships and ensuring project success.
  • Strong aptitude for giving and following both verbal and written instructions, with a proactive approach to problem anticipation and resolution.
  • Effective communication skills in engaging with architects, engineers, contractors, university stakeholders, and external authorities daily.
  • Proficient understanding of complex technical contract language and its application in project management contexts.

Special Instructions to the Applicants:
Position requires either a Project Management Professional (PMP) certification from the Project Management Institute (PMI) or licensure as a Florida Certified General Contractor. If the applicant does not have either certification, they must attain PMP certification from PMI or a Certified General Contractor’s license from the State of Florida within 12-months of hire.
Position requires a valid Class E driver’s license. This position may involve driving to various locations on and off campus to conduct University business.
