Inland Fisheries Ireland has an exciting new role for a Project Support Officer to join our team.
Inland Fisheries Ireland (IFI) has a vacancy for a Project Support Officer to join our Research and Development (R&D) division.
The R&D division delivers on its core goals, objectives and reporting requirements and other innovative research through funding from internal, EU and other external sources. Project administration, management, and governance requirements for national and international research and innovation funding programmes have grown substantially in recent years. The purpose of the R&D Project Support Officer is therefore to alleviate project administration demands on the Head of R&D and senior research staff while continuing R&D’s excellent record of corporate and financial governance compliance with various funding programme rules.

KEY KNOWLEDGE & EXPERIENCE

The ideal candidate will have the following;

Responsibilities:

  • Assist the Head of Research and Development in managing overall R&D programme delivery including the development of research programme workstreams, identification of key milestones and deliverables, resource allocations, and reporting schedules.
  • Standardise, enhance and document IFI R&D project management processes.
  • Ensure individual research programmes and projects comply with organisational or departmental annual/multi-annual budgeting and planning schedules through consultation with IFI Finance and Corporate Services. Support and advise researchers regarding financial monitoring and ensure effective communication with project partners and project leads.
  • Coordinate the reporting of expenditure and budgetary compliance for programmes and projects.
  • Coordinate dissemination of research project progress reports across relevant Inland Fisheries Ireland Divisions and to external stakeholders.
  • Ensure research projects and programmes comply with current governance policies, funding rules and regulations, and legislation including Circular 13/2014 Management of and Accountability for Grants for Exchequer Funds.
  • Report annually on the R&D allocations and outputs – data is required under Commission Regulation (EC) No 995/2012.
  • Assist with procurement, including necessary capital equipment, laboratory items, etc. as required by R&D for internally & externally funded (EU and other national/international agencies) projects.
  • Support preparation of any business cases (e.g. additional staff, capital equipment) to include budgets and scheduling where necessary.
  • Provide support to senior research staff in managing internal, EU and additional externally funded research projects and programmes.
  • Ensure externally funded project management complies with all administrative and financial reporting requirements through full project lifecycle.
  • Collate and process claims for externally funded projects including INTERREG and EMFAF.
  • Consult and collaborate with relevant IFI Finance and Corporate Services staff to ensure external project financial governance comply with grant agreement rules and internal IFI policies.
  • Maintain up to date knowledge of Inland Fisheries Ireland’s governance responsibilities, policies and procedures and support their implementation in R&D project management practices.
  • Coordinate the review process for Section 14 Authorisation Applications and Foreshore Licence Applications.
  • Coordinate R&D responses to FOI, AIE and other requests.
  • Understand, assess and re-evaluate risks to project delivery and project governance.
  • Other duties as assigned by the Head of R&D.
