The Property Transactions team, in the Real Estate Branch, requires an experienced real estate professional with excellent communication, problem solving skills and a passion for working with technically complex property transactions.
Working under the guidance of the Supervisor in the Property Transactions Team, the Property Agent II, is responsible for property negotiations for the acquisitions, sale and leasing of real property relating to the City’s immediate and long-term real estate requirements. This position will be working as part of the Property Transactions team that focuses on the disposition of the City’s real estate assets.
SKILLS REQUIRED FOR SUCCESS:
- Knowledge of the Municipal Government, Land Titles, Expropriation and Real Estate Acts
- Knowledge and expertise in contract and agency law, provincial and municipal requirements and relevant statutory acts related to the sale and/or exchange of real estate
- In-depth knowledge of property valuation, current real estate values, market trends, major civic and private development projects, and leases
- Ability to successfully meet and negotiate with property owners or their representatives and deal with tenants, realtors, business and legal representatives, contractors, architects, committees and the general public
- Ability to interpret complex appraisal documents and to negotiate with property owners for the acquisition, expropriation, sale, development, lease and rental of land
- Ability to analyze detailed technical reports related to all types of property and to prepare and monitor project budgets
- Good problem solving and analytical skills
- Excellent communication (oral, written/report writing, presentation) skills to deal tactfully with property owners, tenants, realtors, civic staff, committees and the business community
- Familiarity with Google Suite
- Ability to perform work with minimal supervision
- Must be able to exercise sound independent judgment and handle a complex workload with changing priorities
- Valid Alberta Class 5 driver’s license (or provincial equivalent). Must arrange for own transportation to be reimbursed in accordance with City of
- Edmonton policy. This may require business auto insurance

Qualifications:
- Bachelor’s Degree in Business, Economics, Urban Planning, Law or a related discipline
- Possession of an Accredited Appraiser Canadian Institute (P. App, A.A.C.I) designation as granted by the Appraisal Institute of Canada; or possession of a Senior Right of Way Agent (SR/WA) designation with the International Right of way Association, or an equivalent designation by another recognized organization
- 5 years of progressively responsible and related experience in real property appraisal, and/or real estate negotiations, marketing and contract management (sales or acquisitions
Responsibilities:
- Negotiate and review complex real estate transactions on behalf of City departments
- Negotiate and review City land requirements with land developers in accordance with planning statutes and recommend changes prior to approval to Council
- Implement land requirements outlined in Development Agreements, prepare written requirements to be included and review agreements prior to approval
- Authorize preparation of payments and forwarding of funds to appropriate parties as required
- Advise real estate agencies of properties for sale or lease and solicit cooperation in the sale/leasing process
- Plan and coordinate marketing and sales of surplus properties and properties for lease
- Prepare reports and recommendations for approval of leases, purchases, sales or exchange transactions as required
- Prepare clear and concise Council reports with options and/or recommendations and justifications outlining the crucial elements of complex agreements
- Perform related duties as required
