Description:

Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor’s degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.
Purpose: Assists in property management program activities to ensure continuous accountability of government and company property in accordance with applicable government regulations and corporate policy.

EDUCATION:

  • High school diploma or equivalent is required, Bachelor’s Degree is preferred.

EXPERIENCE:

  • 10+ years of Army property management experience required.
  • Experience at the Brigade level or higher is required.
  • U.S. Army MOS 92A or 92Y preferred.
  • 2+ years supervisory experience.

SPECIALIZED KNOWLEDGE AND SKILLS:

  • Must be highly skilled with PBUSE, GCSS-Army and other relevant U.S. Army STAMIS and possess in-depth knowledge of supply program relationships, concepts and methodologies pertaining to Supply/Property Book Accountability and supply areas of logistics operations.
  • In depth knowledge of U.S. Army logistics programs, concepts, methodologies, and relationships pertaining to supply /property book accountability and logistics operations.
  • Thorough understanding and knowledge of inventory management required.
  • Knowledge of U.S. Army inventory management accountings systems.
  • Ability to work effectively with employees and management of all levels (to include multinational staff, superiors and ranking military officers).
  • Ability to prioritize responsibilities to accommodate a demanding workload.
  • Attention to detail with a high degree of accuracy is required.
  • An intermediate proficiency in Word, Excel and Outlook applications is required.

Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides support to Government Property Book Officer (PBO) through management of property accountability and asset visibility of all equipment provided for use in theater.
  • Provides instruction in property accountability matters, manages hand receipts, establishes and maintains property accountability records in GCSS-Army, coordinates with appropriate organizations regarding property movement, provides support for physical inventories, provides assistance in audits, and preparation of reports.
  • Identifies, investigates, troubleshoots problems, and implements necessary corrective actions.
  • Oversee the management and supervision of allocated personnel conducting Property Book functions.
  • Serves as the primary interface with the assigned Property Book Officer/ Responsible Officer (RO).
  • Performs document register reconciliations as required.
  • Assists in ensuring contract provisions are met.
  • Provides training, direction, and guidance to TPE Master Supply Technicians and TPE Supply Technicians.
  • Researches and resolves property book and/or system problems.
  • Generates daily, weekly and monthly reports as required by department.
  • Ensure strict compliance to safety practices and support the Safety Policies and Procedures.
  • Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
  • Adhere to ISO Policies, Procedures, and Work Instructions in support of Quality Management System.
  • Performs other duties as assigned.
