Description:

POSITION SUMMARY

Reporting to the Associate Vice President, BC Builds, the Provincial Director, Private Partnership Development is responsible for promoting BC Builds’ role in the creation of new rental and ownership housing for middle income households to developers, industry partner groups, housing agencies, and government officials across the province and facilitating the delivery of a portfolio of project proposals. He/She/They provides leadership to a team of professionals, coordinates the submission of project recommendations to various committees and approvers, evaluates and approves final project designs, construction specifications, cost estimates and project schedules and ensures successful project execution. The position identifies opportunities for partnership development of privately owned assets and drives sensitive negotiations to secure governments’ approvals for rezoning and subdivision with municipalities.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in urban land economics, business administration, real estate development, or related field.
  • Extensive project management experience in developing multi-unit residential housing and mixed-use developments in the non-profit sector and private market.
  • Or an equivalent combination of education, training and experience acceptable to the Employer.

KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge and understanding of rental, ownership and housing program implementation, project planning, development, and construction of multi-unit residential housing, and the philosophies, practices, models, and frameworks associated with project management.

  • Excellent and effective consultative, facilitation, consensus building, problem solving, conflict resolution and negotiation skills.
  • Excellent financial analysis, planning, monitoring, reporting skills.
  • Excellent communication, presentation, and interpersonal skills
  • Ability to examine, assess and synthesize complex data and information to identify risks, develop options and produce business cases and reporting for Executive Committee, and any approving authorities as required.
  • Ability to learn and understand BC Builds’ and BC Housing’s mandate, programs, and policies.
  • Ability to adopt innovative methods and models in delivering rental, ownership, and housing programs that aligns with the BC Builds mandate.
  • Ability to establish a high level of rapport with senior management, Executive, governments, market and industry housing, housing partners and other relevant stakeholders and funding partners.
  • Ability to utilize judgment in presenting issues, and provide leadership, direction, and influence in facilitating appropriate courses of action.
  • Ability to develop and analyze capital and operating budget pro-forma for multi-unit residential real estate.
  • Ability to drive, coach, and motivate staff in a team setting.
  • Ability to work in a multi-disciplinary team environment on complex housing projects involving multiple funding, land, and development partners.
  • Ability to manage multiple issues and projects concurrently, coordinate work with others and adapt to changing priorities.
  • Ability to communicate and relate effectively with housing sector participants, the construction industry and other government agencies.
  • Ability to analyze and solve issues and make effective decisions.
