The PSA Policy Specialist shall provide services to develop and maintain the Personal Services Agreement (PSA) Policy for the Agency. The PSA Policy Specialist serves as a technical authority for the Executive Officer (EXO) backstop and the Agency on PSA Policy. As such, this PSA Policy Specialist provides advice, coaching, and guidance on how the PSA Policy is implemented within USAID. This PSA Policy Specialist is responsible for continually evaluating the PSA Policy, how it is applied in the field, and how changes can be made to improve EXO field operations and the utility of the PSA Policy for the Agency. The specialist evaluates the impact of suggested improvements on mission and agency operations and helps to articulate the case for future application of solutions that will improve productivity and customer service and streamline operations and the agency’s overall readiness profile.
QUALIFICATIONS
- Bachelor’s Degree required
- 7+ years of relevant work experience. Relevant work experience must include experience with U.S. Government processes, procedures, or systems in one or more of the following areas: Human Resources, Knowledge Management, Policy, Communications, and Information Management.
- Background Check required.

- Knowledge of organization policy and knowledge of periodic review procedures of the way subordinate units support the work of their serviced organizations and the review policy/procedures involved with taking (or recommending) action on the services programs of subordinate units.
- Analytical skills required to implement, operate, troubleshoot, and problem-solve issues related to the development of and maintenance of policy.
- Ability to write clear and comprehensive policies, procedures, reports, directives, and correspondence; the ability to conduct fact-finding concerning a variety of subjects and to develop analytical and effective recommendations; and the ability to plan, coordinate, and conduct special projects and program reviews.
- Knowledge of and demonstrated the ability to have excellent inter-personal communications with a diverse array of staff (USDH, PSCs, FSNs, State Department employees (e.g., HR, Policy, Management), institutional contractors, etc., demonstrating the ability to clearly explain and support conclusions, recommendations, policies, and procedures to all levels of personnel.

- Remote telework is optional as long as USAID core hours (9:30am to 3:45 pm) EST can be maintained.
Responsibilities:
- Maintains an in-depth knowledge of USAID’s EXO operations overseas and related FSN initiatives that could have PSA Policy implications.
- Serves as a subject matter expert and technical authority on PSA Policy for USAID, supporting effective and efficient operations management and engagements with various USAID Bureaus, Independent Offices, and Missions (B/IO/M) and the interagency to further the improvement of Agency and mission operations.
- Works in collaboration with B/IO/M staff to facilitate an understanding of the PSA Policy and the modification of existing business systems related to the PSA Policy.
- Trains EXOs and Human Resources staff on how to implement the PSA Policy.
- Trains all FSN staff on how the PSA Policy is applied.
- Analyzes requests from the field for new PSA Policy changes, helping develop business requirements and cost/benefit analyses for proposals for new changes.
- Works in collaboration with M Bureau or HCTM staff to perform any required analysis and develop new communications materials, policy documents, forms, and FAQs.
- Implements, operates, troubleshoots, and problem-solves issues related to the development of and maintenance of policy
- Maintains PSA Policy related systems.
- Other duties as assigned.
