Description:

The Arab Monetary Fund (AMF) is an Arab financial institution based in Abu Dhabi, the United Arab Emirates, and its membership includes all Arab countries. It aims to lay the foundations for Arab economic integration and accelerate the process of economic development in Arab countries.
In this context, the AMF seeks to provide financing to member states to enable them to confront any challenges facing balance of payments, to strengthen the public finance sector, and to help develop the financial and banking sector in the Arab countries and enhance its safety and efficiency. The AMF contributes to providing technical assistance and capacity building in the Arab region to help member states adopt appropriate economic policies to develop their various economic sectors. The AMF also undertakes the work of the technical secretariat of the Council of Governors of Central Banks and Arab Monetary Institutions and the committees and work teams emanating from it, and the technical secretariat of the Council of Arab Finance Ministers.
The Loans and Economic Programs Division in the Economic Department undertakes the tasks related to providing financing to member states by designing economic reform programs in cooperation with the countries receiving financing in a way that helps address economic imbalances and enhance economic stability. The Division also monitors the implementation of these programs. Moreover, It contributes to supporting other activities that are executed by the AMF’s Economic Department and the Institute for Training and Capacity Building.
The AMF seeks to fill the position of “Public Finance Economist”.

CONDITIONS, PROFESSIONAL QUALIFICATIONS, AND REQUIRED EXPERIENCES:

  • To be a citizen of Arab countries.
  • Holds a master’s degree in economics from an accredited university, a doctorate is an added advantage.
  • At least 7 years of experience in the fields of public finance that qualifies him to carry out key tasks, preferably in ministries of finance, central banks, regional and international institutions similar to the AMF, research and study centers, or universities.
  • Familiarity with how to formulate macroeconomic policies to achieve macroeconomic goals and the mechanisms of interaction between them. Knowledge of designing and monitoring economic reform programs is a plus.
  • Deep knowledge of econometrics, economic modeling, statistical data analysis, methods for preparing economic forecasts, and statistical software.
  • Ability to conduct in-depth economic analysis and come up with policy recommendations to support decision-makers.
  • The candidate must have recent studies published in peer-reviewed scientific journals in the field of public finance.
  • The ability to train in areas of specialization related to the Fund’s work.
  • Proficiency in Arabic and English, spoken and written, is a basic requirement, and knowledge of the French language is helpful.

Responsibilities:

  • Contributing to the design and follow-up of economic, financial and monetary reform programs adopted and implemented by Arab countries, focusing on public finance issues and related reforms.
  • Preparing studies and reports related to the public finance sector and its interaction with other economic sectors, including issues of fiscal policy, public financial management, public debt, risks, fiscal sustainability, and the interaction between fiscal and monetary policies.
  • Providing training courses, workshops, and technical assistance in areas related to the Fund’s work, focusing on the public finance sector.
  • Building and estimating economic models, analyzing macro and sectoral impacts, and preparing forecasts related to fiscal policies.
  • Participate in implementing activities related to the Economic Department and the various initiatives that the Fund is working on.
  • Technical participation in the work of the committees and work teams emanating from the Council of Arab Finance Ministers, the Council of Governors of Central Banks and Arab Monetary Institutions, and the various economic and financial activities organized by the Fund.
