Description:
TASK DESCRIPTION:
- Lead on implementation of all public-procurement related activities for Work Packages 1 and 2
- Individual capacity building for public officials in the area of public procurement, including within Work Package 3
- Provision of trainings with the ultimate objective to facilitate CPSP certification of individual technical staff of partner organisation
- Technical and process advice to PPRA, PSPTB, IAGD and other relevant organisations to strengthen institutional capacity in the areas of audit and public procurement.
- Support to establish virtual training courses with PPRA/PSPTB.
- Targeted support for the implementation of specific audit recommendations, including capacity development in public procurement and contract management for identified stakeholders
- Facilitation of operational planning in Work Packages 1 and 2
- Coordination of short-term experts delivering services in line with agreements with team leader and partner organisations
- Supporting Team Leader on ad-hoc basis
EDUCATION/TRAINING/SKILLS
- University degree (Bachelor’s) in Economics, Finance, Political Science, Law, or similar relevant fields
- Knowledge of Swahili, C1-level in the Common European Framework of Reference for Languages (5 out of 10 possible points)
- Knowledge of English, B2-level in the Common European Framework of Reference for Languages (5 out of 10 possible points)
GENERAL PROFESSIONAL EXPERIENCE:
- 7 years of professional experience in the sector of Public Financial Management
SPECIFIC PROFESSIONAL EXPERIENCE:
- 5 years of professional experience in Public Procurement
Professional experience in the country/ region of assignment:
- 7 years of professional experience in Africa (in accordance with UN DESA Statistics Division, of which 2 years in Tanzania
EXPERIENCE IN THE FIELD OF DEVELOPMENT COOPERATION:
- 3 years of experience in development cooperation projects
