Description:

ESSENTIAL REQUIREMENTS

The successful candidate must be able to demonstrate:

  • A degree (a minimum NFQ level 7 or greater) or equivalent professional qualification in a relevant technical discipline such as in Engineering, Science, Technology, or Building Services.
  • Minimum 5 years’ directly relevant experience working in this or a related sector or in a similar role.
  • Experience of managing projects involving a diverse range in internal and external stakeholders.
  • Experience of programme management and demonstrated ability to delegate and manage a team.
  • Excellent communication (written and oral) skills including report writing, presenting, public speaking and the ability to represent SEAI in a public forum.

DESIRABLE REQUIREMENTS

  • Previous experience of ISO50001 certification.
  • Professional certification in project management (e.g., PMP, PRINCE2).
  • Experience of measurement & verification methodologies and related analytical methods.
  • New programme development experience.
  • Building services experience.
  • Experience in the sustainable energy sector.

Responsibilities:

We have an exciting opportunity in the Public Sector and Regulatory Programmes Department, a dynamic team within the Business, Public Sector and Transport Directorate. We are delivering actions within the Climate Action Plan related to public sector target and delegated by Minister Environment, Climate and Communications to implement regulatory programmes.
Our Public Sector Programmes offer strategic engagement, capacity building, technical assistance, and other supports to help the public sector achieve its energy and emissions targets by 2030. We are also responsible for collecting and validating annual data to inform future climate action plans.
We are structured across four public sector programmes. The other three programme areas are:
1. Public Sector National Estates: We support the public sector national estates towards target achievement through strategy development support and project pipeline identification.
2. Public Sector Pathfinder: We provide financial support on match-funding basis for capital project implementation.
3. Public Sector REPowerEU/RRF: We have oversight of a European funding programme supporting a HSE Pilot Decarbonisation Pilot. This programme is embedded in the National Recovery and Resilience Plan.
Regulatory Programmes include:
1. Energy Efficiency Obligation Scheme (EEOS): We ensure energy suppliers meet their energy savings targets in line with the Energy Efficiency Directive.
2. Market Surveillance Authority: We ensure compliance with Energy Labelling regulation and the Ecodesign Directive.
3. Triple-E Product Register: We maintain a list of top-performing energy-related equipment to encourage the purchase of efficient equipment and influence procurement behaviour.
The Public Sector Services Programme Manager will be responsible for the planning, management, and ongoing strategic development of SEAI’s programme of supports to the wider public sector. The position will focus on standardised supports and services for the public sector.
The Programme Manager will be responsible for the development of two new sub-schemes directed initially at the public sector that will support Retro-commissioning and Operation & Maintenance intervention across the public sector building portfolio. The Programme Manager will have full ownership of the strategic development, piloting, wide-scale rollout, and impact reporting of these initiatives.
This position reports directly to Head of Department Public Sector and Regulatory Programmes and will play a key role in the Department.
