JOB SUMMARY

Under the direction of the Road Occupancy Permit and Contract Compliance (ROP CC) Supervisor, The City of Mississauga’s Technical Services division is looking for an experienced and motivated individual to fulfill the PUCC/Permit Technologist role. The PUCC/Permit Technologist will conduct in office and on site reviews of Public Utilities Coordinating Committee and Road Occupancy Permit applications on behalf of the Technical Services section, ensuring compliance with city policies, procedures, requirements, and relevant legislation. The Permit Technologist will estimate deposits for new Road Occupancy Permit applications where required, or review existing deposit files, conduct site visits to evaluate whether site work has been completed, to make the final determination about whether deposits should be returned, used, or advertised as per City policy.

SKILLS AND QUALIFICATIONS

  • Successful completion of diploma in Civil Engineering Technology from a recognized Community College or a University Degree.
  • Possess Membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (C.E.T.) or equivalent designation.
  • A minimum of five years of progressive experience in permitting, construction and maintenance of municipal services infrastructure is required.
  • Demonstrated ability to co-ordinate complex utility or construction projects.
  • Knowledge of applicable legislative requirements such as the Occupational Health & Safety Act and Employment Standards Act.
  • A strong understanding of road maintenance procedures, Ontario Provincial Standards and Specifications (OPSS), utility infrastructure alignments and construction methodologies.
  • Must be able to read and interpret all types of municipal engineering drawings, specifications and construction standards.
  • Strong interpersonal, communication and leadership skills are required.
  • Excellent organizational, computer skills and problem-solving abilities are required.
  • Must be able to multi task, function well in a team environment, and demonstrate a proven ability to work with a broad range of stakeholders.
  • Computer literacy in CAD and Microsoft applications including Access.
  • Experience with GIS programs, INFOR Public Sector Application Software and SAP is an asset.
  • A valid Ontario Class ‘G’ driver’s license and availability of personal vehicle.

Responsibilities:

  • Reviews deposits on file, conduct site visits to evaluate whether site work has been completed, to make the final determination about whether deposits should be returned, used, or advertised as per City policy.
  • Coordinates the transfer and release of ROP deposits for the ROP CC section in accordance with internal policies and bylaws.
  • Conducts site reviews as required to ensure ROPs are in compliance with the ROP Bylaw, included conditions and the City of Mississauga municipal requirements.
  • Reviews and approves PUCC and ROP applications on behalf of the Technical Services section, ensuring the City of Mississauga’s policies, procedures, and guidelines in accordance within establish Bylaws, legislation, timelines and maintains electronic permit databases.
  • Attends pre-construction meetings as required.
  • Conducts site visits where required to assist in the application review of proposed PUCC and ROP works.
  • Supports inspection staff with permit related investigations including conflict resolutions, etc.
  • Ensures the PUCC’s overall objectives correspond with the direction of the corporation.
  • Coordinates and chairs quarterly Public Utility Coordinating Committee (PUCC) meetings.
  • Coordinates meetings with the utility companies and inspections staff when proposed or approved running lines are in conflict with field conditions.
  • Provides technical guidance on utility applications and ROP related inquires to staff, as well as internal and external and applicants.
  • Ensures timely investigation, response, and resolution to complaints received from residents and Councilors.
  • Respond to managements requests to conduct research, deliver programs or develop strategies that will support the City of Mississauga’s strategic goals.
  • Performs other related duties, as assigned.
