Description:

QUALIFICATIONS:

  • An appropriate Level 3 qualification or equivalent in areas such as Sector specific Qualifications, A Levels etc.

KNOWLEDGE:

  • Good understanding of the pressures within the sector

EXPERIENCE:

  • Experience of commissioning, procurement and contract monitoring and management, preferably in the public sector
  • Experience of supporting the team to meet the current and changing needs of local children, young people and their families

SKILLS & ABILITIES:

  • Demonstrate effective analytical, communication and engagement skills.
  • Ability to deliver cost effective and high-quality outcomes.
  • Ability to communicate effectively and confidently with a range of stakeholders verbally and in writing, including customers and providers.

Responsibilities:

THIS IS A HYBRID ROLE WITH REQUIREMENTS TO ATTEND THE OFFICE AND VISIT SITES TO DO INSPECTIONS SO THE ABILITY TO TRAVEL AROUND CARDIFF IS ESSENTIAL.

Quality Assurance and Contract Monitoring Officer to work within the Children’s Services commissioning function in the Council. This is an exciting opportunity to enhance how Children’s Services work with local providers, the wider market, stakeholders, and external agencies ensuring quality of provision and identifying opportunities for improvement in the services available to our children, young people and their families.
The role will be integral in strengthening and maintaining the relationships with providers, understanding the pressures within the sector and supporting them to meet the current and changing needs of our children, young people and their families and will be crucial in the delivery of cost effective and high-quality outcomes.

KEY RESPONSIBILITIES:

  • Support the Strategic Commissioning Team Manager in the development of the commissioning strategy and monitoring and reporting on progress on its implementation.
  • Collate information and intelligence and act as a source of advice on specific areas of need and services.
  • Contribute towards the development of good working relations and collaborative arrangements with stakeholders, including partner Councils, the Health Board and providers, private and voluntary sector agencies and service user organisations, including supporting any formal arrangements for stakeholder engagement.
  • Develop plans for service improvement and development in specific areas of service provision.
  • Contribute to liaison with providers and potential providers of services to support market development in response to identified needs using monitoring information to identify trends, issues, service gaps which may require consideration.
  • Contribute to the development of service specifications and the implementation of procurement processes, including leading on these tasks in relation to specific contracts.
  • Take the lead on monitoring of commissioned services, including developing a contract monitoring system and performance management framework for services.
  • Report as required on service performance.
  • Work with service user involvement groups to ensure that the co-production agenda is fulfilled in the monitoring of current services and the development of new services.
