Your new role:
Southend-on-Sea City Council is seeking a Traffic Regulation Order Officer to join the traffic management and parking team on a full time and permanent basis. This contract is offered on a hybrid working pattern. This role is crucial in supporting the delivery of traffic management, highway & parking schemes, by providing technical expertise and following processes regarding the production of legal traffic regulation orders in line with national legislation and local governance arrangements.
As a traffic regulation order officer. You will ensure that all traffic orders made under traffic regulation order legislation and regulation are processed effectively, the use of road closures is maximised, appropriate permits are obtained, and all stakeholders are informed.
You will ensure all traffic orders comply with the Council’s governance processes and to advise senior managers of risk/issues/resolutions where necessary. You will liaise with stakeholders and other interested parties as required to ensure optimum use of temporary closures of the highway, ensuring, a high standard of roadworks, traffic management and safety. You will be responsible for the invoicing of Orders to third parties / stakeholders and keeping audit logs for payments received regarding the processing and making of all traffic regulation orders.
You will undertake other duties as may reasonably be required, which are consistent with the role and level of responsibility of this post.

YOU NEED TO BE DEGREE QUALIFIED, OR EQUIVALENT SIGNIFICANT VOCATIONAL EXPERIENCE IN HIGHWAYS, TRAFFIC OR PARKING.

Responsibilities:

What you’ll need to succeed:
To be successful in this role, solid knowledge of Traffic Signs Regulations & General Directions 2016 & Traffic Management Act 2004 is essential. It is essential that you are experienced in the Traffic Regulation order processes and be able to understand and comply with relevant legal, regulatory, policy, procedural, governance requirements and standards. You must be competent in delivering specialist technical advice, guidance, and expertise on traffic regulation orders to colleagues, contractors, and other parties both internal and external.
It is crucial that you can work with relevant teams to support public consultation exercises, where these are required, for more extensive parking and transport schemes, providing technical advice as required. You must be able to deliver a specialist service, carrying out a range of skilled activities in coordinating traffic schemes across the City.
Working knowledge of Road Traffic Regulation Act 1984 & the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 is desirable but not essential.
