JOB SUMMARY: Receives referrals new Refugee Cash Assistance (RCA) program participants from the Department of Economic Security. Additionally serves clients who present at the office and request RCA Program services. Conducts an assessment and determines eligibility for RCA benefits, provides an orientation on RCA program requirements, enters new clients into the Arizona State Refugee Resettlement Program (RRP) database. Assists clients in referrals and access to supportive services such as employment services, ESL classes, health screening, case management, etc.

JOB REQUIREMENTS:

  • Education /Background: Minimum of a High School Diploma or equivalent plus two or more years of experience working with refugees and immigrant populations. Bachelor’s degree in social work or related field plus one year experience preferred. Bi-lingual in a language spoken by RCA population preferred.
  • Job Knowledge: Current knowledge of best practices for working with people experiencing trauma and migration; Ability to work with individuals from a diverse background. Proficient in Microsoft Office (Word, Outlook).
  • Working Conditions/Physical Demands: Ability to work in a fast-paced environment with moderate interruptions. Must be able to stoop, bend, squat, sit on floor and ambulate over uneven floor surfaces including stairs and steps. Must be able to visually and auditory assess and interact with clients to ensure their safety and wellbeing. Must be able to work evenings, weekends, and holiday hours as needed. May lift up to 25 pounds.
  • Other requirements:
  • Valid AZ driver’s license, reliable transportation and ability to show proof of registration/insurance.
  • Level One Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance.
  • You must be 21 years of age or older to drive on behalf of Catholic Charities.
  • Must have or complete within 90 days of hire, training in CPR and First Aid and remain current in the certification.

Responsibilities:

JOB DUTIES:

  • Serves as the primary point of contact for newly arrived refugees and refugee beneficiaries for the Refugee Cash Assistance (RCA) program.
  • Assists and serves both referred clients from DES and walk-in clients requesting RCA program assistance.
  • Conducts an assessment and review of client documents; Determines eligibility for RCA Program and services for newly arrived refugees and refugee beneficiaries.
  • Provides an orientation to the RCA program and benefits to eligible refugees and refugee beneficiaries. Assists clients in reviewing and completing required RCA program consents, releases, etc.
  • Ensure that the RCA Program staff follow Title VI guidelines and Refugee Programs LEP policy by ensuring that interpretation is provided to RCA participants in their native language; ensures that clients receive documents in their native language/or that documents are interpreted should client have limited literacy or if he or she speaks a language where translated copy of documents are not available.
  • Initiates the RCA Program ARRPODS (RRP Database) by creating a Cash Program Object record for every eligible member of the case.
  • Upon receipt of RCA debit card, contact clients and schedule appointment to physically provide debit card to clients and obtain client sign-off for receipt of card. Assist clients with activating payment cards. Assist clients with troubleshooting any issues that prevent them from accessing their cash assistance.
  • Completes monthly client follow-up and maintains documentation of client eligibility, compliance, and participation.
  • Assesses RCA Participant needs for supportive services and refers clients to identified services. This includes but is not limited to: ESL Classes, Health screening, case management, employment services, emergency rental services, immigration services, behavioral health services, etc.
  • Transports RCA participants to referred services and appointments as needed.
  • Work with RCA Coordinator to initiate and complete case closure process when case reaches 12 months from date of U.S entry, or grant of qualifying status, or meets one of the other criteria for closure as documented in the Arizona State Plan for Refugee Resettlement.
  • Mediate conflicts and resolve issues as they arise.
  • Ensure client compliance with RCA program guidelines and reports and records compliance as required.
  • Collaborate with Refugee Programs staff to assess and address client service needs.
  • Build a trusting relationship and gain knowledge of the client’s background and circumstances through frequent contact, with minimum monthly contact required.
  • Encourage clients to take ownership of case plans and goals.
  • Enter relevant information in AARPODS/Salesforce system, department logs, and/or emails on a timely basis.
  • Attends and maintains training as required by agency.
  • Promote ongoing commitment to excellence and continual quality improvement to ensure the highest quality of services to our staff and clients.
  • Performs other duties as assigned.
