Description:

The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position resides in the Bureau of Real Property’s Appraisal and Claims Section, and is responsible for the appraisal and appraisal review of all proposed DEC land acquisition projects. The primary function of the position will be to review appraisals of real estate and real property interests for grant project compliance and DEC land acquisition projects. The position will also be expected to provide professional support for New York’s Open Space Plan through the following tasks: processing of Open Space Plan Project applications; prepare mandatory Open Space notifications; track Open Space project progress for department reporting; collect, acquire, review, and reconcile assessment and real property data; and perform ownership and real estate title research. Occasional travel and fieldwork are required. If hired as a trainee the incumbent will be required to go through a traineeship program that involves coursework and requires passing final exams.
The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below: Minimum qualifications: Real Estate Specialist Trainee 1: A bachelor’s or higher-level degree.Real Estate Specialist Trainee 2: A bachelor’s or higher-level degree AND either 1. One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR 2. A New York State General Real Estate Appraisal License; OR3. A New York State Land Surveyor Licensure.Real Estate Specialist 1: A bachelor’s or higher-level degree AND either: 1. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR2. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State General Real Estate Appraiser License; OR3. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State Land Surveyor Licensure; OR4. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; AND A Certified Commercial Investment Member designation; OR5. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND A New York State Residential Real Estate Appraisal License; OR6. A Certified Commercial Investment Member designation; AND a New York State General Real Estate Appraisal License; OR7. A Certified Commercial Investment Member designation; AND a New York State Land Surveyor Licensure; OR8. A New York State Residential Real Estate Appraisal License; AND a New York State General Real Estate Appraisal License; OR9. A New York State Residential Real Estate Appraisal License; AND a New York State Land Surveyor Licensure.Candidates may also be appointed via the following: Reassignment - Currently in the title and an employee of DECOrReinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer section on a permanent competitive basis.OrTransfer - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.Or55-b/55-c Appointment - Must meet the minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
