Description:

As Recruiting Lead for GAP Solutions’ Health programs; perform professional level duties to attract, screen, recruit, and select new employees. Create an immediate impact by delivering qualified candidates, creative recruiting strategies and relationship building approaches to our valued customers and employees within our Health Portfolio.

BASIC QUALIFICATIONS:

  • Bachelor Degree in related business discipline preferred
  • Will consider equivalent combination of education, professional training or work experience
  • 3 years or more of experience in recruiting with a highly preferred background recruiting in the public health realm

MINIMUM QUALIFICATIONS:

  • NIH recruiting experience highly preferred
  • Experience working with various ATS and job boards
  • Strong sourcing fundamentals to include advanced Boolean and social media searches
  • Familiarity with scientific terminology and disciplines
  • Demonstrate high degree of agility and aptitude for working in ever-changing and, at times, ambiguous environments
  • Experience in proposal recruitment, incumbent capture, and achieving high production recruiting goals
  • Experience working in a fast paced, professional environment

Responsibilities:

  • Recruit for a variety of positions/labor categories across the scientific community to include: Clinical Coordinators, Medical Officers, Clinical Advisors, Scientific Program Managers, Biologists, Scientists, Scientific Reviewers, Lab Technicians, etc.
  • Conduct phone screens and interview applicants for technical competence, applicable background and skills, individual goals and ability to fit the position and client requirements.
  • Conduct 1 on 1 weekly meetings with Health Recruiting team.
  • Create job descriptions and open jobs within our ATS for our various health positions we go after and work against (active contracts and proposals).
  • Be a key contributor during weekly health meetings from a Recruiting standpoint within the Health Portfolio.
  • Assist Sr. Recruiting Manager in the evaluation of recruiter resume submissions against open/billable roles and proposal positions.
  • Maintain communication with candidates during the interview and selection process to have pulse on level of engagement, interest and desire to move forward.
  • Build and maintain a proactive bench of candidates for regularly filled positions and for upcoming proposals and contracts within the health portfolio.
  • Build relationships with potential candidates and generate referrals for other qualified professionals in their network.
  • Partner with Project Managers and Recruiters to understand the skills and background required for each opportunity, the culture of the customer and growth opportunities available.
  • Advise and support business development and program management staff through key personnel recruiting, task management, pipeline management, gathering market intelligence, etc. as needed.
  • Interface with various levels of the organization, including departmental stakeholders on staffing needs, develop sourcing plans, staffing strategy and implementation plans for complex programs, i.e., task orders / IDIQs, incumbent capture, new business, proposal activity, etc.
  • Maintain applicant tracking system with accurate and well-ordered documentation on all candidates and candidate sourcing, in accordance to OFCCP guidelines.
  • Provide mentorship, direction and guidance to Recruiters as required. Assign, delegate and monitor Recruiter goals with the Sr. Recruiting Manager and Director as required.
  • Provide full-life cycle recruiting and process management, which may include: post jobs and source candidates; screen candidates; schedule interviews with hiring managers; administer video interviews; administer assessments; check references; coordinate background checks; generate and extend offers.
  • Help manage customer relationships and communications. Assist with leading regular recruiting meetings (when required), drive issue resolution, and offer solutions. Develop daily, weekly and monthly recruiting reports as needed.
  • Work with program stakeholders to create new descriptions as needed for new positions.
  • Ensure OFCCP and EEO compliance during all recruiting and hiring steps.
  • Identify, plan, and attend job fairs and other in-the-community branding and hiring events.
  • Develop and execute on innovative approaches to identifying and engaging talent to maintain a robust pipeline for high-volume needs.
  • Identify areas of improvement for the department and work with the Sr. Recruiting Manager and Director to implement changes.
  • Lead contract transitions as required.
  • Provide assistance with labor mapping and coordinate with Business Development and Program Management Team on recruiting efforts for solicitations.
  • Assist with contract and position overviews to Recruiters, especially new Recruiters, when needed.
