Salary: $70,000-$95,000

EDUCATION, TRAINING AND EXPERIENCE

Bachelor’s degree in a related discipline plus five (5) years of related experience recruiting in a multi-discipline unionized environment or an equivalent combination of education, training and experience. Knowledge of nursing or clinical recruitment is an asset.

SUMMARY OF ROLE RESPONSIBILITIES

Providence Living is a non-profit Catholic-sponsored health care organization focused on long-term care, assisted living, housing, and other community services to support residents and their family members. We are committed to re-imagining the resident experience and to creating communities and fostering a culture where residents are empowered to make decisions that affect their quality of life.
Reporting to the Senior Human Resources Manager, the Recruitment Manager is the lead for recruitment strategies and activities for Providence Living’s northern sites under development (Prince George, Quesnel and Smithers). The Manager works closely with HR and Operational leadership to develop a comprehensive workforce strategy to address the talent needs at these sites. Develops strategic partnerships with educational institutions, professional colleges and associations, talent agencies, the Northern Health Authority, and other health employers, and collaborates with other provincial and local partners to establish a reliable flow of talent. Leads initiatives to forecast and mitigate talent shortages in critical roles such as nurses, clinicians and support staff including developing memoranda of understanding to secure education seats, conducting campus recruitment initiatives, participating in career fairs, etc. Applies knowledge of the BC and regional labour market, healthcare industry trends and internal workforce analysis to inform workforce planning and adjust current and future recruitment efforts accordingly. Conducts full cycle recruitment including providing advice and guidance to international applicants regarding work permits, professional registration requirements and relocation matters where applicable. Assists in developing new and streamlining existing recruitment policies and practices to improve efficiencies and leverage new and existing technology. Values diversity and inclusion and works to identify and remove barriers and potential bias in hiring to help ensure the workforce is representative of the clients we serve. Participates on various local and provincial committees and initiatives, representing Providence Living as required. As part of the HR team, contributes to continuous process improvement and supports internal and external transformational change initiatives.

ROLE RESPONSIBILITIES

  • Working with the Senior HR Manager and Operational Leaders, develops and implements the strategic staffing plan and initiatives for sites under development in Prince George, Quesnel and Smithers. Uses BC and regional labor market data, healthcare industry trends, and internal workforce analysis to inform strategic workforce planning and adjust current and future recruitment efforts accordingly.
  • Develops strategic partnerships with educational institutions, professional colleges and associations, and talent agencies to position PL as a preferred employer to attract the best candidates. This includes identifying and removing recruitment barriers, participating in on campus, provincial and national recruitment fairs, collaborating to develop targeted training programs to address anticipated gaps, and developing memoranda of understanding to secure education seats, etc.
  • Works with the Senior HR Manager on strategy for advertising in various media including the cost-effective use of professional journals and publications, websites and national newspapers. Research and drafts advertisements, working with the Communications specialist to ensure ads are appropriately designed for targeted markets.
  • Leads and participates in all stages of recruitment including sourcing, advertising, posting, prescreening, short-listing, telephone prescreens, interviews, reference checks and employment offers. Develops and revises interview questions for all levels of position.
  • Provides advice and guidance to international applicants regarding concerns such as work permits, the Provincial Nominee Program, BCCNM requirements and relocation matters. Liaises with external agencies such as CRNBC, Health Match BC, and Citizenship & Immigration Canada; responds to inquiries from outside sources such as applicants, agencies, schools and other various organizations; and works collaboratively with the HR team to troubleshoot and solve problems.
  • Provides relocation support, acting as the primary point of contact for employees undergoing relocation. Monitors and reports on relocation budgets and expenses to ensure cost control. May assist employees with visa and immigration processes, ensuring compliance with relevant laws and regulations. Provides relocation advice and guidance to employees and their families, addressing any concerns or challenges they may face during the move. Works to ensure newly relocated employees have a smooth onboarding experience, including assistance with settling into their new location and integrating into the local community and Providence Living.
  • Review existing recruitment policies, processes, and practices to identify inefficiencies, bottlenecks, or outdated practices and recommend improvements. Collaborates with the HR team to introduce new recruitment policies and processes that align with Providence Living values and business objectives and industry best practices. Evaluates opportunities to leverage existing and new technologies to automate repetitive tasks and improve hiring efficiencies. Reviews methods and strategies maintaining candidate touchpoints, including communication strategies and feedback mechanisms to ensure a positive experience for applicants.
  • Continuously assesses recruitment policies and practices to ensure they support diversity and inclusion goals and to identify barriers to equal opportunity. Develops strategies by partnering with local community groups and organizations that represent underrepresented talent pools including Indigenous organizations such as local First Nations. Ensures interview panels include a diverse group of employees to bring different perspectives into the hiring decision and reduce the likelihood of bias. Ensures the language in job postings attracts diverse candidates and does not inadvertently exclude certain groups from applying.
  • Applies knowledge of job market trends and talent recruitment strategies and practices in providing consultation and support to PL leaders in their recruitment initiatives. Manages and builds productive relationships with Leaders, Managers and Supervisors and promotes best practices in recruitment and retention, engaging them to participate in recruitment fairs and other initiatives to secure talent.
  • Participates on various local and provincial committees and initiatives, representing Providence Living as required. Collaborates with counterparts from Northern Health, Providence Health Care, Health Match, and HEABC on various industry initiatives and partnerships. Maintains strong industry relationships to stay current on trends in competitive areas such as healthcare talent recruitment and benefits practices.
  • Advocates for ongoing enhancements in HR processes and employee engagement by actively participating in process improvement initiatives. Supports the organization in transformation initiatives and works to implement initiatives that drive operational efficiency and enhance employee experience, ensuring alignment with HR goals.
  • Performs other related duties as required.
