SUMMARY:

Under the supervision of the Refugee Cash Assistance Program Manager and the Director of CMA Program, the RCA Specialist is responsible for ensuring the Refugee Cash Assistance program abides by the Federal CMA Grant policy guidelines and ensures delivery of services to program eligible populations. The specialist will determine client eligibility and conduct program orientation of enrolling clients and provide referrals to necessary client eligible program. The specialist will ensure that services are provided in a planned, effective and timely manner to clients; that the services are appropriate to meet the needs of the refugees and that clients are informed of their rights, responsibilities and program compliance agreements.

MINIMUM QUALIFICATIONS:

  • Education
  • Bachelor’s degree preferred but not required; or equivalent of 2 – 4 years’ experience in a social service environment that demonstrates a sensitivity and appreciation for diverse cultural populations.
  • Bilingual skills in a common client language are preferred but no required.
  • License and Credentials
  • Reliable transportation
  • Valid driver license; Valid vehicle insurance
  • Must have a clean driving record

MINIMUM KNOWLEDGE AND SKILLS:

  • Knowledge of State and Federal Contracts and Grants.
  • Knowledge of Program Manuals and Operational Guidelines.
  • Knowledge of client files documentation and record keeping.
  • Skilled in using personal computer, various software, email and internet
  • A solid grasp of file documentation and record keeping.
  • Must be detail oriented, organized, self-motivated, work well independently and on a team.
  • Must have good written and verbal skills.
  • Must have good critical thinking and problem-solving skills.
  • Bilingual is a plus but not required.

Responsibilities:

  • Ensures client eligibility for the RCA program is followed and documented as required.
  • Responsible for assisting Team Lead and Program Manager with providing information for RCA reports, Client numbers and program outcomes for ORR-RCA reporting and as requested.
  • Provides RCA program enrollment and orientation to qualifying clients.
  • Responsible for performing income assessments of all RCA enrolled clients using the Federal Poverty Income Limit chart provided by ORR.
  • Responsible for monthly payments requests for all RCA clients through Clein-Track.
  • Performs daily data entry through internal Excel spreadsheets, ClientTrack database for the purpose of tracking record of enrollment, services provided, RCA payment dispersals and assures that entries into ClientTrack data base reflect time bound agreements according to CMA grant.
  • Ensures that proper referrals are made to RSS Employment Services, and other programs client may be eligible for; and that clients are spending time in Job Readiness or English Language Instruction (ELI) Classes while waiting for employment.
  • Maintain, document and log communication (phone calls, conversations, or email) with client or on behalf of client to referring programs or any action involving a clients RCA on the client’s RSS/CMA case log/case notes in their digital file, assure that services are carried out according to their service plans.
  • Reviews and maintains accurate and up-to-date client files, including intake, assessments, filing and other required paperwork.
  • Reports on activities and special client concerns to the Director/Program Manager/Coordinator and other staff during required staff meetings or as needed.
  • Other duties as assigned by Director.
