Description:

Reporting directly to the NHS Regional Director, with professional accountability to the NHS Chief Financial Officer, the Regional Director of Finance is a senior member of the regional leadership team, supporting the Regional Director in delivering national and regional priorities for health and care in the region.
Working with an expert team and providing expert advice to the rest of the regional leadership team, the Regional Director of Finance will be accountable for delivering regional financial targets and value for money through ensuring that organisations and systems have effective plans and systems to achieve financial sustainability of services and deliver their financial performance trajectories, supported by effective waste reduction programmes.

A thought leader both regionally and nationally, the role will Provide professional financial leadership of the NHS for all organisations in the region, building effective relationships and networks to ensure that the national finance direction of travel is relevant, credible, well communicated and ‘bought’ into by the finance community, whilst making a significant contribution to developing national finance strategy and policy.

  • Support the Chief Financial officer in the development and implementation of the national finance regime – i.e. financial strategy and performance
  • Produce, implement and articulate a clear financial strategy for the regions consistent with the long-term plan, mandate requirements and national financial frameworks, resource assumptions and investment priorities
  • Oversee and assure the financial planning and redesign of services, particularly large scale and complex service reconfigurations, ensuring business cases are subject to rigorous financial appraisal, are financially viable and provide value for money.
  • Lead value for money and efficiency programmes within the region, working closely with national and regional colleagues to ensure use of benchmarking, learning and best practice.
  • Ensure that appropriate advice is provided to organisations and systems on national approaches to financial planning and performance for both capital and revenue (e.g. transformation funding, use of private finance for capital etc.)
  • Deliver regional financial targets (both capital and revenue) through ensuring that organisations and systems have effective plans and systems to achieve financial sustainability of services and deliver their financial performance trajectories, supported by effective waste reduction programmes

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Lead financial planning, performance management and reporting for the region for revenue, capital and cash, within national frameworks and policies
Ensure the effective financial performance of organisations and systems within the region
Ensure rigorous appraisal of organisation and system financial plans to ensure they are viable and that financial risks have been soundly evaluated and mitigated.
Ensure robust systems are in place to monitor financial performance to maintain a clear and up to date view of the financial position

Ensure that systems, processes and information flows provide effective early warnings of potential failures in service quality, financial management, partnerships and performance. Take a risk-based approach, in line with national frameworks to intervene to anticipate and avoid such failures.

  • Provide robust regional forecasts, risk predictions and mitigations as required.

Support the Regional Director in holding organisations and systems to account, and work with them to tackle performance risks and issues.
Lead the financial intervention process with the relevant local community (STP/ICS) in the event of material concerns about financial performance and financial risk within national frameworks (SOF categorisation 3 & 4)
Lead or support other NHS governance processes (e.g. Well Led, Use of Resources)
Ensure all national reporting requirements are complied with to support both month end and year end processe
