Description:

The purpose of the HS&E Department is to “Deliver a unified and proactive service which includes leadership, guidance and mentoring to create a world class safety culture”.
Under the direction of the Corporate Health, Safety & Environmental Director/Manager, the Regional Health and Safety Supervisor is responsible to provide advice and support to management teams, direct reports, and supervisors, within the assigned geographical area.

EDUCATION AND EXPERIENCE:

  • A degree, diploma, or certificate in Occupational Health and Safety.
  • A valid CRST (Canadian Registered Safety Technician) or CRSP (Canadian Registered Safety Professional) designation.
  • 5 to 7 years of relevant experience.
  • Experience in the construction industry is advantageous but not mandatory.

Responsibilities:

The Regional Safety Supervisor reports to the Corporate Director/Manager, Health, Safety & Environment and is responsible for but not limited to the following:

  • Ensure that the roles and accountabilities of all Safety Supervisors and Advisors are reviewed, understood and adhered to.
  • Identify problematic areas of concern and provide recommendations for correctives.
  • Provide advice and support to the project by maintaining a visible presence in the field performing periodic site visits, engage in STKY conversations and quarterly documented observations.
  • Good understanding of Valard’s Health Safety and Environmental Manual, The Capacity Model (7 Human Performance Principles, Energy Wheel, STKY Classifications, Critical Controls and Learning Teams) and assist in the coaching, mentoring and implementation of the programs in the field.
  • Ensure that all direct reports are familiar with all applicable legislation and applicable standards, to ensure compliance.
  • Inform the project management team and supervision of any new or conflictive legislative matters that could impact the project.
  • Ensure that a Site Safety Management Plan (SMP) for the project has been established to ensure a safe work environment for all Valard employees, contractors, visitors and community.
  • Provide direction, advice and support to direct reports and project team to ensure compliance with Valard’s policies and procedures; as well as those outlined by legislation or our clients.
  • Ensure Supervisors are qualified to, and are conducting and documenting one on one coaching and mentoring with safety advisors to achieve higher performance, identifying and documenting areas of non-compliance. Develop corrective action plans and identify areas for professional development where required.
  • Review performance one on one with direct reports and communicate to the Corporate Safety Director/Manager, identifying and documenting areas of non-compliance. Develop corrective action plans and identify areas for professional development where required.
  • Administer discipline to direct reports as defined in the HS&E policy and notify the Corporate Safety Director/Manager.
  • Working in collaboration with HR, provide support, coaching and mentoring on documentation requirements for discipline for project management team, supervisors and foreman.
  • Compile, analyze and report on field findings and report trends and develop appropriate corrective action plans, follow up and sustainment plan and forward to the Corporate Safety Director/Manager for support and feedback monthly.
  • Ensure that incident reporting timelines are being adhered to and proper STKY classifications are being applied (STKYpotential, STKYactual, STKYsuccess). Report all incidents to the Corporate Safety Director/Manager.
  • Provide advice and determine the level of involvement based on the severity for investigation of incidents to determine root cause, and corrective actions where necessary.
  • Review all incident reports for accuracy, ensuring all final incident reports are forwarded to the head office within 72 Hours. Ensure non-compliances are followed up on and appropriate actions taken and reported to the Corporate Safety Director/Manager.
  • Advise on the preparation of significant STKY Incident/Near Miss Safety Alerts, and shared learning. Review and distribute to all Valard staff.
  • Ensure incident corrective actions are followed up on and completed.
  • Ensure injured workers utilize OIS (Occupational Injury Services) clinics for assessments (where available) and are offered modified duties and documentation has been completed.
  • Develop and maintain good relations with client and client representatives and staff, inside and outside the company while ensuring Valard’s best interest and ensure direct reports are maintaining the same.
  • Review safety obligations of the clients and ensure they are carried out as per the terms of the agreement, and communicated to the project level.
  • Provide the Safety Supervisor and project team with hazards and information identified in pre-award stages.
  • Ensure that company property is protected and any loss or vandalism is reported immediately.
  • Prepare for, and participate in audits such as 45001, COR and/or Owner audits.
  • Communicate and document any significant issues or concerns to the Corporate Safety Director/Manager.
  • Implementation of strategies and Corporate Measures.
  • Attend and participate in weekly safety meetings at a minimum quarterly.
  • Prepare weekly/monthly/quarterly safety reports including incidents, stats, and upcoming events and forward to the Corporate Safety Director/Manager for review
  • Identify areas of improvement and efficiencies that may improve profitability, including budgetary control issues, and consult with Corporate Safety Director/Manager.
  • Coordinate a regular meeting with Safety Supervisors and Advisors to review issues, trends and upcoming conditions or events.
  • Participate in and contribute by providing agenda items for the quarterly meetings with the Corporate Safety Director/Manager.
  • Unless otherwise directed by the Corporate Safety Director/Manager, maintain a high level of confidentiality with issues relating to Valard Construction.
  • Manage and complete tender deliverables.
  • Participation in pre-job and early award processes.
  • Other duties as required.
