Salary: The salary range for this position is CAD $54.16/Hr. - CAD $77.86/Hr. Summary: Within the context of a client and family centered model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, the person promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.
Reporting to the Regional Director, Coding & Informatics, Lower Mainland Health Information Management (LMHIM), the Regional Manager, Coding Operations HIM is responsible for the planning, design, standardization, implementation, and delivery of various centralized coding operations across Fraser Health, Providence Health Care, Provincial Health Services Authority and Vancouver Coastal Health (collectively, the “Organizations”).
The position provides leadership and support to operational areas within Coding services and is the designated liaison for Coding Operations with the PHC Human Resources (HR) department on matters related to staff scheduling, recruitment as well as other human resources areas. The Regional Manager leads the development of standard operating procedures and practices for Coding & Informatics and facilitates implementation and acceptance across all Coding sites. This Regional Manager ensures data submission timelines for the Ministry of Health (MOH) and the Canadian Institute for Health Information (CIHI) reporting are being met and are compliant and monitors coding productivity and benchmarking. Provides project management leadership and represents the Regional Director and/or Coding interests on internal and external committees and working groups as required. The position fosters partnerships with partners to influence, persuade and collaborate with respect to the delivery of coding information system and coding informatics services.
Qualifications / Skills and Education: Education, Training and Experience
Bachelor’s degree in Health Information Management and seven (7) years of recent, related experience in a large multi-site organization, including four (4) years’ experience in International Classification of Disease (ICD-10 CA) coding, two (2) years of experience in a leadership or management role, as well as project management experience or an equivalent combination of education, training and experience.
Eligible for registration at the Certificate level with the Canadian College of Health Information Management (CCHIM) preferred.

Duties and Responsibilities: 1. Manages overall operations across multiple Health Organizations, evaluating sites to ensure effective performance of duties, establishing clear definitions of responsibility for each site, reviewing overall workload assignments, and adjusting to meet operational needs, works with site leaders to create and review coding productivity targets.
2. Assumes responsibility for the successful planning, and implementation of related operational initiatives by estimating the resources needed, organizing, guiding, and ensuring completion. Reviews opportunities for centralization, standardization and/or restructuring of Coding services to improve operational efficiency, and/or cost effectiveness.
3. Oversees operational projects by identifying project requirements and milestones through development of project plans, assigning work tasks and monitoring progress. Reports status to Regional Director and/or project team.
4. Determines the staff complement for assigned areas in consultation with the Regional Director. Selects, directs, supervises, and evaluates staff to ensure effective performance of duties. Promotes, disciplines and initiates employee terminations as required (in consultation with Human Resources). Handles labour relations issues including the grievance process. Represents the organization in employee grievances and other labour relations matters. Approves essential service levels as necessary.
5. Acts as the designated liaison with the PHC Human Resources department. Works closely with HIM Leaders and HR leaders and teams to identify, troubleshoot and develop solutions for human resource matters impacting HIM including related standards, guidelines, and communication strategies; and, to develop comprehensive human resource strategies and systems that enable HIM to meet operational requirements in areas such as staff scheduling, recruitment, attendance management, and people strategies.
6. Assures compliance with operational policies, procedures, rules, and regulations. Identifies areas where existing operational policies and procedures require change and develops new policies as required, ensuring consistency with existing standards and consistency across all the organizations. Ensures visibility of standards through the establishment of effective communication processes with users and partners.
7. Acts as a liaison on behalf of LMHIM between Health Authorities, Ministry of Health (MOH) and the Canadian Institute for Health Information (CIHI) with respect to coding processes, quality and data submission timelines.
8. Contributes to the operation of the coding training program across the Lower Mainland. Works with coding leaders to assess and determine orientation and training needs, reviews existing systems/programs, aid in development of coding orientation and training strategy. Monitors program to ensure staff attend training and re-training sessions as required and participates in the ongoing evaluation of program’s success rate. Identifies required modifications based on participant, and leader feedback.
9. Leads relevant operational quality improvement activities, establishes relationships that enable improvement with staff and Coding leadership and communicates results regularly with Regional Director.
10. Informs the annual operating and capital budget. Ensures adherence to the budget by performing duties such as monitoring expenditures and recommending remedial action and takes corrective action. Develops and recommends long and short-term fiscal plans including resource allocations for existing and new programs.
11. Develops and maintains relationships with leaders in user departments throughout the organizations to identify other ongoing HIM requirements by participating in periodic planning sessions, conceptualizing, and providing expert advice for future developments, and participating in annual systems planning to outline priorities and change requirements.
12. Maintains an awareness of current information management trends and issues through methods such as literature review, contact with peers at other organizations and attendance at seminars, workshops, and education programs.
13. Liaises with vendors to support technology advancement aimed at improvements to coding operations.
14. Participates on assigned internal and external committees.
15. Performs other related duties as assigned
