Description:
Are you looking for an opportunity to make a real difference in environmental protection? The Ministry of the Environment, Conservation and Parks has an excellent opportunity for an innovative and highly motivated engineer with strong project management skills and an ability to work with the public to address waste management, contaminated sites management and abatement programs.
TECHNICAL KNOWLEDGE:
- You have knowledge of civil or chemical, or environmental engineering and related fields with substantial experience in remediation processes, water supply, solid and liquid waste management, industrial/municipal water and wastewater operations.
- You have knowledge of environmental legislation, regulations, policies, procedures and guidelines including municipal by-laws, as well as sound engineering practice to assess compliance.
- You have knowledge of the Occupational Health and Safety Act (OHSA), policies and procedures to ensure compliance.
- You are familiar with industrial pollution control methods and techniques and design principles for remediation technologies and processes and pollution control equipment.
COMMUNICATION AND INTERPERSONAL SKILLS:
- You can represent the ministry effectively in court, judicial boards, elected and company officials and with the public and media.
- You have communication skills to exchange complex technical information, make presentations, provide briefings and answer inquiries from various audiences.
- You have interpersonal skills to liaise with other ministry staff, including head office specialists and other government officials, consulting engineers, non-governmental organizations, lawyers, the media, and the public.
- You can review proposals for contaminated sites, conditions, contract requirements to reach agreement with external stakeholders.
- You can create a variety of documents such as Record of Site Conditions, Certificates of Property Use and Orders for review and risk management.
PROBLEM-SOLVING AND ANALYTICAL SKILLS:
- You have experience applying investigation methodologies and field sampling procedures in accordance with laws/regulations/permits and or approvals.
- You can analyze issues, investigate causes of pollution and recommend appropriate engineering technical solutions.
- You can identify pollutants from complex sources, review engineering specification and designs, analyze technical aspects of complex industrial processes, and recommend and implement effective abatement programs based on sound engineering principles.
- You have analytical skills to review air pollution control equipment design and review design criteria for sewage and water treatment facilities.
- You can review environmental risk assessment reports, proposals and risk analysis reports.
LEADERSHIP SKILLS:
- You can lead technically complex contaminated sites and act as an official representative of the ministry in all dealings with individuals and agencies.
- You have leadership skills to provide technical advice to staff and assist with staff training.
- You have proven leadership skills to coordinate specific inspection and remediation activities and provide technical expertise and engineering advice in the field.
PROJECT AND PROCUREMENT MANAGEMENT KNOWLEDGE:
- You have experience with procurement management to organize the tendering process, recommend final acceptance, review and evaluate documents produced by professional engineers or related to professional engineering.
- You have project management skills to effectively manage assigned projects by developing terms of reference, preparing specifications, planning, organizing, managing the tendering process and recommending final acceptance.
Responsibilities:
In this role, you will:
- Lead a variety of projects that includes decommissioning, and site remediation
- Design, conduct and/or coordinate surveys, sampling programs, inspections and engineering/technical investigations
- Represent the ministry as a professional engineer and provide technical expertise and professional opinions
- Organize and carry out reviews of various compliance programs
- Review and comment on the engineering implications of proposals that could adversely affect the environment
