JOB DESCRIPTION

The Regulatory Policy team is responsible for regulatory interpretation, advocacy, and advises senior management on how regulatory developments may impact the firm. The team also evaluates the impact of existing and potential regulation on specific business activity, supports implementation of certain regulations, and advises business leaders on the regulatory implications of transaction structuring. The team’s primary functions include rule interpretation, transaction advisory, preparation of management reporting materials, capital planning, advising internal stakeholders, advocacy with external stakeholders and competitor analysis.
The candidate will be responsible for monitoring, analyzing, interpreting and communicating the impact of domestic regulatory developments, particularly with respect to regulatory capital rulemakings across individual transactions, new products, broader business initiatives and the firm as a whole. This involves working with across corporate and business line functions to explain the capital impact of firm activity and interpret rules for activity across the enterprise. Other responsibilities will be related to projects to optimize capital positioning, new requirement implementation, and ongoing monitoring of industry data.

BASIC QUALIFICATIONS

  • Bachelor’s degree, or equivalent work experience
  • Typically eight or more years of related experience

PREFERRED SKILLS/EXPERIENCE

  • Eight or more years of progressive experience in financial services, banking, accounting policy, or regulatory supervision.
  • Strong knowledge of audit, risk management, and/or regulatory expectations (e.g., Office of the Comptroller of Currency’s Heightened Standards and Federal Reserve Board’s Large Financial Institution Rating System) at large financial institutions
  • Ability to conduct research, analyze technical regulatory papers and identify relevant issues

  • Strong attention to detail, intellectual curiosity and organizational skills - ability to manage a constantly evolving inflow of projects and priorities

  • Effective communicator to internal and external stakeholder groups in written and verbal form

  • Strong controls orientation and risk management mindset
  • Ability to partner within the team to mutually support overall team objectives, and ability to develop working relationships with partners in second and third lines of defense.
  • Strong Microsoft Office skills, including Power Point, Word and Excel
  • Prior experience interpreting regulatory and supervisory guidance and drafting policies to implement interpretations
  • Prior experience evaluating the capital implications of proposed new activities or transactions
  • Direct experience in regulatory policy making or large bank supervision function at regulatory banking agency
  • Five or more years of managerial experience.
  • Credentialed as commissioned bank examiner, CPA, CFA or other relevant professional designation
  • Proven leadership skills. Expert level of verbal and written communication, relationship building and negotiation skills. Expert skill in managing challenging situations.
  • Ability to manage multiple tasks and deadlines simultaneously.

Responsibilities:

RESPONSIBILITIES

  • Monitoring, summarizing, and generating thought leadership related to the impact of proposals for new regulatory capital and liquidity rules.
  • Communicating the impact of these developments to senior managers, businesses, risk departments and other impacted areas
  • Partner with second line of defense and other review functions to ensure well-controlled regulation interpretations process
  • Assessing the impact of US-specific and international capital regulation on individual transactions, new products, and business proposals, as well as supporting enterprise and business lines areas of capital impacts
  • Providing expertise, education, and supporting transaction advice to business functions and other areas of the bank on current and proposed rules, including on areas such as impacts to capital allocation, and impact assessment against peer organizations.
  • Participating in project-based work related to implementation of changes in regulatory rules and defining requirement to support other business functions on the rule change implementation.
  • Ad hoc and project work to assessing industry impact of proposed changes to regulatory capital rules
  • Support change management processes for reporting disclosures of regulatory capital and liquidity, including interpretation of new disclosure requirements.
  • Engaging in areas of the supervisory process, including responding to regulator inquiries, annual assessments and continuous monitoring
  • As needed, provide support for the broader Treasury capital, liquidity, and resolution planning functions.
