Description:

Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations departments in various IOM missions, coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization’s programmes.
Context
Under the overall supervision of the Chief of Mission (CoM) in Ireland, under the guidance of Head of Unit, Operations and under the direct supervision of Operations Associate and, in collaboration with Operations Assistants and relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for supervising all movement operations activities in Ireland, with the following duties and responsibilities:

QUALIFICATIONS

Education

  • High school diploma with at least four years of relevant experience; or,
  • Bachelor’s degree in Social Sciences, Development Studies, Migration Studies, Human Rights, Law, Medicine or related fields from an accredited academic institution, with at least two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database .

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience in social work/counselling with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is a distinct advantage.
  • Experience in job counseling and facilitation of employment is desirable

Skills

  • Good interpersonal and communication skills.
  • Good organizational, planning and coordination skills.

Languages

  • Fluency in English (oral and written) is required.

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities:

Provide basic AVRR counselling services to potential beneficiaries in Ireland on voluntary return and, when applicable, on available reintegration opportunities in the countries of return;

- Provide basic pre-departure reintegration counselling to eligible beneficiaries and coordinate the reintegration assistance with the IOM missions in the countries of origin.
- Assist in providing information to IOM’s partner network in Ireland to promote AVRR; delivering information sessions on AVRR to stakeholders likely to be in touch with potential beneficiaries, including but not limited to, social services, reception centers, hospitals and governmental counterparts.
- Maintain and promote good working relations with embassies and consulates to collect information and facilitate the issuance of travel documents and/or visas.
- Contribute to the drafting of promotional/information materials on the return and reintegration activities;
- Support administrative coordination of Assisted Voluntary Return and Reintegration (AVRR) programme implementation, including, providing information about existing medical and social services in country of return to provide pre-departure counselling and information to IOM programme beneficiaries in coordination with countries of return.
- Assist in implementation of individually tailored comprehensive reintegration plans (including and not limited to micro-business, medical, vocational training, accommodation, job counselling) for AVRR beneficiaries.
- Assist Movement Operations Team in responding to general information requests and inquiries.
- Support proper filing and maintenance of the programme related records according to the established standards.
- Perform other related duties as assigned.
