Detailed Overview:
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Representative, Staffing Rotations is responsible for developing, approving, maintaining and implementing staff rotations, processes, policies and procedures; reviews rotations to ensure compliance with applicable collective agreement requirements, operational needs and budget restraints; develops and stores rotation templates in a computerized system to ensure standardization and consistency of rotations and service levels; provides specific knowledge and expertise to various stakeholders by conducting training and/or education sessions on the rotation process and developing applicable training manuals.
Responsibilities:
- Develops, evaluates and implements rotations to meet baseline staffing requirements consistent with applicable collective agreement requirements, scheduled hours, budget constraints and overall staff utilization.
- Works with the various clients to ensure staff information is shared to provide a base to develop an optimal rotation including workforce planning taking into consideration vacations, leaves of absences and/or scheduled hours consistent with the applicable collective agreement (s).
- Provides consultation, advice, assistance and guidance to clients in the implementation of new and/or revised rotations, consistent with operational needs/changes and applicable collective agreement language.
- Collaborates with the clients, Human Resources, HEABC and the applicable unions around the development, revision and approval of new and/or existing rotations; identifies opportunities for rotation efficiencies such as maintaining relief pools, advance booking initiatives and/or other related staffing issues.
- Provides education and training on rotation development to clients including rotation-related policies, procedures and processes; resolves day-to-day operational issues such as communication on rotation processes, policies and procedures.
- Collaborates with Human Resources to provide collective agreement interpretation and application on issues such as hours of work, work schedules and master rotations, as required.
- Responsible for the selection, evaluation, development and termination of staff, as required; develops and implements performance standards, supervises designated staff by assigning and monitoring workload and determines applicable training and orientation requirements; provides training/orientation on the use of related software applications and/or computer systems, as needed.
- Provides orientation to staff to ensure department policy and procedures are understood and carried out consistently; develops, facilitates and conducts training and education sessions with staff and clients on rotation processes, as required.
- Plans, develops, recommends, leads and/or implements special projects, as assigned.
- Participates on internal and external committees such as HEABC to identify related scheduling and rotation issues in preparation for collective bargaining and grievance resolutions.
Qualifications: Education and Experience
Diploma in Human Resources, Business Administration or related discipline, supplemented with three (3) to five (5) years’ recent related healthcare experience utilizing a computerized scheduling program, including one (1) year of supervisory/leadership experience, or an equivalent combination of education, training and experience.
