Job Description:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health), patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Director, Research Services, the Manager is responsible for developing, implementing and overseeing operational, financial and research governance processes supporting the quality, efficiency and timeliness of institutional review, contract budget negotiation and administration, and adherence to contractual and granting requirements. This role is a key enabler of research department’s service-orientated responsibility at Island Health, requiring demonstration of leadership, prioritization and creative solution finding. Within its leadership mandate, supports and assists a research-enabling organizational culture which in turn contributes to meeting Island Health’s quality mandate for Vancouver Island and abroad.

EDUCATION, TRAINING AND EXPERIENCE

A level of education, training and experience equivalent to a Bachelor’s degree in a related health discipline such as Health Information, Health Administration or Nursing and seven (7) years’ related experience in a health care profession including 5 years’ experience in a leadership health/clinical research position.

SKILLS AND ABILITIES

  • Broad knowledge of research principles, regulations and practice.
  • Functional understanding of how research integrates within a health authority organization, program planning, evaluation and monitoring, principles and application of financial management, and regulatory and ethical compliance.
  • Excellent interpersonal skills and the ability to establish and maintain good working relationships with others and manage conflict effectively to successfully coordinate the work.
  • Demonstrated analytical problem solving to develop strategic, progressive, creative, and innovative enterprise-wide solutions.
  • Ability to make decisions, work well under pressure and meet deadlines in an environment subject to constantly changing priorities.
  • Demonstrated leadership skills, including managing people, public speaking, building a team environment, inspiring and engaging others, promoting innovation, managing resources, and showing situational awareness.
  • Functional competence with standard word processing, spreadsheet, database, presentation, and project management applications.
  • Functional experience in the negotiation and management of clinical study budgets and research grants, including knowledge of grant principles and practices.
  • Knowledge of financial management, including basic accounting principles and practices, preferably in health research administration.
  • Experience with computerized accounting and timekeeping systems and procedures.
  • Demonstrated ability to develop and manage budgets in a health research or health care environment.
  • Ability to adapt and reprioritize to meet changing priorities and resource constraints
