Description:
The Netherlands Institute of International Affairs Clingendael is an independent think tank and academy for international relations, based in The Hague. We contribute to a secure, sustainable, and just world through our research, training programmes and by stimulating the public debate. We work with partners across public and private sectors, including policymakers, business executives, the Dutch armed forces, law enforcement agencies, diplomats, politicians and NGOs. Clingendael offers 40 years of top knowledge and training. The Clingendael Institute is an independent foundation, unaffiliated to any political, activist, commercial, or religious movement.
The Institute has three departments: Research, Academy and Corporate Staff. Within the Research Department we are looking for a:
JOB DESCRIPTION
Relevant tasks are:
- Independent research and publication for projects primarily related to Geopolitics of Technology and Digitalisation. Projects centre around the following broad topics:
- (Digital) economic security, technological dependencies and supply chains restructuring, as well as European tech competitiveness.
- Digital connectivity-related issues such as digital governance and standards, the intersection between the green and digital transitions, the ongoing global tech race, and the role of Big Tech in Europe are also domains of analysis.
- Focus on The Netherlands’ position within the EU, and the EU’s role on the global stage, especially in the Transatlantic context and in relation to the Indo-Pacific region.
- Assisting with the organisation of expert meetings, webinars, scenario and other events, in particular contributing to practical organisation (i.e. communication with speakers, drafting invitations, etc).
- Day-to-day project development and coordination, including (support to) acquisition and financial project management, publications, and marketing.
- Giving trainings and presentations.
- Availability to collaborate with other research programmes within Clingendael’s EU & Global Affairs Unit and Security Unit, based on the overall workload and project demands of the organisation.
- Relation management and collaboration with key stakeholders and partners, including representatives from ministries, the private sector, research partners, etc.
QUALIFICATIONS AND EXPERIENCE
- Academic Master Degree, with an explicit technology-component, for example AI / cybersecurity / (software) engineering / data science etc. Ideally in combination with an International Relations or International Political Economy-background.
- Strong affinity and/or experience with technology, business and innovation; cyber security governance; private sector; and/or philosophy of technology are highly valued.
- Deep technical knowledge and understanding of the building blocks and functioning of modern-day technologies.
- Familiarity with EU institutions and experience in an international working environment is an advantage; private sector experience is a plus.
- Proven writing, analytical and qualitative research skills.
- Excellent command of written and spoken English. Command of Dutch is an asset.
- Service-minded attitude (towards clients and colleagues) and project management skills.
- Team player, but also capable of working independently.
- Flexibility, capable of working under pressure and meeting deadlines.

The Clingendael Institute is currently looking for a talented, highly motivated Research Fellow to assist with research activities and (public) outreach in the field of Geopolitics of Technology and Digitalisation. The Research Fellow position falls in the EU & Global Affairs Unit, consisting about 18 (senior, medior and junior) research fellows and several Associate Fellows and interns.
