Description:

Drawing on an understanding of consultancy, the Resourcing & Commercials Manager will have a key role in enhancing how we allocate work, manage capacity and utilisation tracking, support retention and progression of team members, and helping to provide operational excellence.
This role involves working closely with project managers and team leads, where you will be responsible for determining resource requirements, coordinating resource allocation, and monitoring resource utilisation. You will develop and implement resource allocation strategies, ensuring that we align the right people with the right projects, taking into account project and client requirements, skills and experience of the consulting team, personal development plans and business plan objectives.
You will work collaboratively with ICC leadership to support bids, forecast resource needs, plan for future project demands and influence recruitment and learning and development programmes. Your strong analytical skills and attention to detail will enable effective capacity planning and resource optimisation, enhancing efficient and effective project delivery and driving overall business success.

KEY ACCOUNTABILITIES

o Resource Management: plan, manage and oversee resource allocation to support delivery of our Business Plan ensuring that we are maximising the use of all ICC resources and addressing any emerging challenges or changes in project scope. Lead on the coordination of our associate pool and relationship with third party organisations providing surge capacity resource support.
o Bid Management: Lead the effective co-ordination of bids, ensuring consistent qualification and that they align with the required commercial principles, risk mitigations and quality standards.
o Stakeholder Engagement: Act as a trusted advisor, building strong relationships across ICC to ensure an in-depth understanding of the business and their resource requirements and expectations.
o Resource Reporting: Create and distribute regular data reports and management information on resource utilisation, availability, capacity management and attend weekly Directors’ meeting to ensure resource considerations are informing business and organisational decision-making.
o Process Improvement: Work closely with the Finance Director and lead initiatives to enhance resource management processes, including the adoption of new tools, methodologies, and best practices, continuously evaluate and refine resource management practices to align with the evolving needs of the business and clients.
o Talent and Skill Development: Working with the Head of People and Talent to identify skills and competencies required and skills gaps for new and existing staff.
o Budget and Financial Oversight: Work with the Finance Team to monitor and manage resource-related budgets, such as budget associated with external partners and associate use to deliver on project requirements.
o Risk Management: Identify potential risks related to resource allocation and utilisation, developing strategies to mitigate these risks and ensuring that projects remain on track.
o Systems: Strategic management of our Project Management System (CMap) to enable efficient project and resource management from conception to completion. Furthermore, ensure all current and new starters are familiar with all ICC processes, procedures, and guidelines related to resource management, and ensure all new projects are set-up properly on CMap and track project performance.

EDUCATION:

o Qualification and/or experience in Business Administration, Project Management, Operations Management, or a related field.
o Certification in Resource Management or Project Management (e.g., PMP, PRINCE2) is an advantage.

EXPERIENCE:

o Credible experience in resource management, within a consulting or project-based environment.
o Demonstrable experience in managing resources for large-scale public sector or infrastructure projects is highly desirable.
o Previous experience in a consultancy role would be beneficial.
o Experienced in using appropriate software, resourcing tools and systems.

SKILLS AND KNOWLEDGE:

o Good knowledge of project management principles and methodologies.
o Able to prioritise and be agile - responsive to the needs of the business.
o An effective communicator with demonstrable skills in building relationships at all levels.
o A commercial mindset with a clear understanding of the commercial requirements of running a consulting business, including impact of utilisation and leverage on profitability.
o Evidence of strong emotional intelligence, with a clear understanding of how to work in values-based organisations and environments.
o The ability to chair effectively and drive affirmative decision-making
o Skilled in data analysis and interpretation, able to present findings effectively in a range of formats and to develop compelling recommendations.
