JOB SUMMARY
Do you want to be part of an energetic, innovative team and bring your skills to one of the biggest changes to the administration of the Civil Service in decades?
We’re looking for people who are flexible, intuitive and are comfortable taking high levels of volume, speed and complexity in their stride.
A number of exciting new roles have come up in the Synergy Programme, a cross-departmental group formed in response to the Government Strategy for Shared Services which sets out departmental ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared services in government.
The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for Enterprise Resource Platform (ERP) and Business Process Services for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.
Synergy will support the delivery of critical Government services by enabling faster, more efficient and intuitive HR, Finance and procurement transactions, based on user needs. It will also deliver better data reporting to underpin decision making.
If you’re someone who can use your experience to streamline procurement to drive out error, waste and duplication we want to hear from you. Most importantly, we’re looking for applications from people who can demonstrate a passion for our core ambition: delivering a once in a generation, transformed service that Civil Servants will use as a result of the Synergy Programme.
JOB DESCRIPTION
The Resourcing Lead will form part of the Programme Management Leadership Team, having responsibility for the development of the Synergy strategic workforce plan, recruitment and supplier contract arrangements across the Programme.
You will:-
- Lead a team of recruitment specialists to deliver an effective and efficient recruitment service, ensuring the Programme has resources in place to deliver against an ambitious Programme plan.
- Work alongside commercial colleagues to develop new and existing contract arrangements, working with and overseeing the performance of our external suppliers to ensure we are getting the right service to meet the needs across Synergy workstreams.
- Lead on the ongoing development of the Synergy Strategic Workforce Plan, ensuring the medium/long term requirements within the Programme are reflected in departmental plans and necessary approvals in place.
- Work closely with the Programme Leadership Team and wider departmental Programme Directors, developing cluster wide resourcing solutions to support delivery plans.
- Ensure current and future supply requirements remain affordable, building key relationships with Finance colleagues to ensure forecasts are accurate and monitored against Programme budgets.
- Work closely with the Programme Director and wider SLT to provide regular updates/MI, highlighting risks to delivery and identifying a range of alternative resourcing solutions to mitigate those risks.
- Build and drive positive and collaborative relationships with key stakeholders including the Programme Director (SCS2) and Workstream Leads (SCS1) to understand the short, medium and long term resourcing requirements and developing proposals to meet these requirements.
- Build key relationships both across Synergy departments and wider SSfG clusters to develop/scope joint resourcing opportunities for mutual benefit.
Please ensure you read the candidate pack for further details on Synergy and working in DWP.
